Annotation: INQUIRY INTO THE STATUS OF PROCEDURAL SAFEGUARDS IMPLEMENTED AT THE NEBRASKA PENAL AND CORRECTIONAL COMPLEX IN DISCIPLINARY PROCEEDINGS.
Abstract: THE INQUIRY WAS PROMPTED BY THE SUPREME COURT DECISION IN WOLFF V MCDONNEL (1974), WHICH PRESCRIBED MINIMUM REQUIREMENTS FOR DUE PROCESS IN A PENAL ENVIRONMENT. THE ACTIONS TAKEN BY OTHER STATES IN THE AREA OF PRISONERS' RIGHTS AFTER THE WOLFF DECISION ARE EXAMINED SINCE THE NEBRASKA LAWS ARE CURRENTLY UNDER STUDY TO BE REVISED AT A LATER TIME. A REPRODUCTION OF THE PENNSYLVANIA CONSENT DECREE AND A REPORT ISSUED BY THE US DISTRICT COURT FOR THE MIDDLE DISTRICT OF LOUISIANA IN RESPONSE TO THE WOLFF DECISION ARE INCLUDED IN APPENDIXES.
