Annotation: REPORT ON A STUDY WHICH INVESTIGATED THE PROBLEMS OF EXPLOSIVES STORAGE FACILITY THEFTS AND THE APPREHENSION OF PERSONS PERPETUATING SUCH CRIMES.
Abstract: THIS REPORT RECORDS REGULATIONS ON COMMERCE OF EXPLOSIVES; EXAMINES PRESENT SECURITY MEASURES FOR EXPLOSIVE MAGAZINES; DESCRIBES, TO SOME EXTENT, THE SIGNIFICANCE OF EXPLOSIVES THEFTS AND ACTS OF TERRORISM; AND MAKES RECOMMENDATIONS LEADING TO THE SAFEGUARD OF EXPLOSIVES. CONCLUSIONS WHICH CAN BE DRAWN FROM THIS STUDY RANGE FROM THE NEED TO UPDATE EXPLOSIVES MAGAZINE SECURITY GUIDELINES AND UPGRADE TECHNIQUES TO ANALYZE EXPLOSIVES AND FIRE RESIDUE, TO STUDYING THE PROBLEM OF EXPLOSIVES AND CHEMICAL THEFTS FROM SCHOOL LABORATORIES AND PORTABLE MAGAZINES. APPENDED IS A DISCUSSION OF THE STUDY METHODOLOGY AND RESULTS, A DESCRIPTION OF ALTERNATE SECURITY SYSTEMS THAT HAVE BEEN DEVELOPED, FEDERAL AND CALIFORNIA STATE REGULATIONS ON EXPLOSIVES HANDLING AND EXPLOSIVES STORAGE MAGAZINES, AND A LIST OF PUBLICATIONS DEALING WITH THE REGULATION OF EXPLOSIVES.
