Annotation: DOCUMENTATION RELATING TO THE JOB ROTATION PROGRAM AND A PRESCRIBED COURSE OF INSTRUCTION FOR THE MANAGEMENT IDENTIFICATION AND DEVELOPMENT PROGRAM.
Abstract: CHAPTER I, THE BACKGROUND AND HISTORY TRACES, IN GENERAL TERMS, THE HISTORY OF JOB ROTATION AND SETS THE STAGE FOR INTRODUCING THE LOS ANGELES COUNTY SHERIFF'S DEPARTMENT APPROACH TO ESTABLISHING A JOB ROTATION SYSTEM. CHAPTER II, THE STATE-OF-THE-ART SURVEY ON CAREER DEVELOPMENT, PROVIDES JUSTIFICATION OF THE NEED FOR PERSONNEL DEVELOPMENT PROGRAMS IN LAW ENFORCEMENT BASED UPON THE FINDINGS OF SURVEYS OF PRIVATE, MILITARY, AND LAW ENFORCEMENT AGENCIES. IT ADDRESSES BOTH THE PROBLEM AND THE SPECIFIC NEED FOR SUCH A PROGRAM BASED ON DEFICIENCIES IN PRESENT POLICE-PERSONNEL MANAGEMENT SYSTEMS. IT CONSIDERS ALTERNATIVE ONGOING PROGRAMS OF PRIVATE INDUSTRY AND, TO SOME EXTENT, THOSE OF THE MILITARY. CHAPTER III, THE JOB ROTATION PROGRAM, ADDRESSES THE POTENTIAL OF THE JOB ROTATION PROGRAM. THIS CHAPTER INCLUDES THE STEP-BY-STEP GUIDANCE AND INSTRUCTION FOUND NECESSARY TO IMPLEMENT SUCH A PROGRAM WITHIN A DEPARTMENT. CHAPTER IV, JOB ROTATION PROGRAM DESIGN, DEFINES WORDS AND PHRASES USED TO DESCRIBE THE MECHANICS AND ADMINISTRATION OF THE JOB ROTATION PROGRAM. CHAPTER V, IMPLEMENTATION PLANS, MAKES SPECIFIC SUGGESTIONS FOR EFFECTIVE ORGANIZATIONAL ANALYSIS INCLUDING THE INTRODUCTION AND IMPLEMENTATION OF A JOB ROTATION PROGRAM. CHAPTER VI, SUMMARY AND PROJECTIONS, SUMMARIZES THE JOB ROTATION PART OF THIS PUBLICATION. THE APPENDIX SECTION CONTAINS SAMPLE FORMS AND CORRESPONDENCE UTILIZED BY LOS ANGELES COUNTY SHERIFF'S DEPARTMENT IN THE DEVELOPING AND IMPLEMENTING ITS JOB ROTATION PROGRAM.
