Annotation: THIS ASSESSMENT OF KNOWLEDGE LOOKS AT THE EFFECTIVENESS OF PRETRIAL RELEASE PROGRAMS IN FACILITATING THE USE OF NONFINANCIAL RELEASE WHILE INSURING THE APPEARANCE OF THE DEFENDANT AT TRIAL AND HIS NONINVOLVEMENT IN CRIMINAL ACTIVITY.
Abstract: THIS PAPER IS THE FOURTH OF SIX PRODUCTS OF A NATIONAL EVALUATION OF PRETRIAL RELEASE PROGRAMS TO DETERMINE THE CURRENT KNOWLEDGE OF THEIR EFFECTIVENESS, TO ASSESS THE USEFULNESS FOR PLANNING AND FUNDING DECISIONS, AND TO DEVELOP RESEARCH DESIGNS TO OBTAIN INFORMATION NECESSARY FOR A FULL EVALUATION. THE ASSESSMENT IS BASED UPON SITE VISITS TO TEN PRETRIAL RELEASE PROGRAMS, TELEPHONE INTERVIEWS WITH DIRECTORS OF OVER 109 PROGRAMS, AND A REVIEW OF LITERATURE IN THE FIELD. THE FINDINGS OF THIS STUDY ARE PRESENTED IN SIX AREAS - NONFINANCIAL RELEASE RATES, OVERALL PRETRIAL RELEASE RATES, SPEED WITH WHICH PRETRIAL RELEASES ARE OBTAINED, LESSENING THE INEQUALITY OF THE BAIL SYSTEM ON INDIGENTS, FAILURE TO APPEAR AND PRETRIAL CRIME RATES, AND ECONOMIC COSTS AND BENEFITS OF PRETRIAL RELEASE PROGRAMS.
