Annotation: MAY 1976 REPORT ON THE REVIEW OF A REQUEST FOR PROPOSAL FOR A POLICE INFORMATION SYSTEM AND THE SUBSEQUENT REVIEW AND GUIDANCE PROVIDED IN THE VENDOR EVALUATION PROCESS.
Abstract: THIS DEPARTMENT HAS A TOTAL STAFF STRENGTH OF 140 FOR A POPULATION OF OVER 76,000 COVERING 28.2 SQUARE MILES. THE MAJOR ISSUES COVERED BY THIS REPORT ARE THE FORM AND CONTENT OF THE REQUEST FOR PROPOSALS FOR MINICOMPUTER ASSISTANCE FOR DEPARTMENT RECORDS AND INFORMATION MANAGEMENT AND RETRIEVAL, THE IMPORTANCE OF PROCEDURES, AND AGENDA FOR A BIDDERS' CONFERENCE, THE PROCEDURES FOR PROPOSAL EVALUATION, AND THE ATTITUDES OF CIVILIAN EMPLOYEES WHO WOULD BE WORKING WITH THE SYSTEM. THE EXISTING REQUEST FOR PROPOSALS WAS FOUND TO BE A BASICALLY SOUND DOCUMENT, AND ONLY A FEW MINOR CHANGES WERE SUGGESTED. RECOMMENDATIONS ARE MADE ON THE HANDLING OF THE BIDDERS' CONFERENCE AND ON PROPOSAL EVALUATION. IT WAS ALSO SUGGESTED THAT THE CIVILIAN-CLERICAL PERSONNEL REQUIRED TO OPERATE AND WORK WITH THE SYSTEM BE DRAWN INTO THE SYSTEM PLANNING PROCESS BY MEANS OF A USER ADVISORY PANEL. APPENDED TO THIS REPORT ARE A REVISED DRAFT OF THE REQUEST FOR PROPOSAL AND DRAFT EVALUATION CRITERIA.
