Abstract: THE AUTHOR BELIEVES THAT THE 'POLICE DEPARTMENT MODEL' OF A CAMPUS SECURITY FORCE IS AS IMPROPER AS A DOOR-CHECKING WATCHMAN-TYPE OPERATION. CAMPUS SECURITY REQUIRES A COMPLEMENT OF WELL-EDUCATED AND WELL-TRAINED OFFICERS WHO HAVE THE ABILITY TO MIX WITH STUDENTS WHILE NOT ALIENATING THEM TOO MUCH. FOR PART TWO SEE NCJ-35371.
