Abstract: THE PROPOSED PRECAUTIONS ARE DESIGNED TO MINIMIZE THE RISK OF THEFT OF MATERIALS WHICH COULD BE USED BY TERRORISTS TO PRODUCE NUCLEAR EXPLOSIVE DEVICES AND TO GUARD AGAINST SABOTAGE OF NUCLEAR POWER PLANTS.
