Annotation: THIS PUBLICATION DESCRIBES THE HISTORY, WORKINGS AND STRUCTURE OF THE NATIONAL VOLUNTEER PAROLE AIDE PROGRAM, AND PROVIDES SPECIFIC SUGGESTIONS AND EXAMPLES ON THE OPERATION OF A VOLUNTEER PAROLE PROGRAM.
Abstract: THE VOLUNTEER PAROLE AIDE PROGRAM INITIATED BY THE AMERICAN BAR ASSOCIATION WAS DESIGNED TO PROVIDE INTENSIVE PRACTICAL ASSISTANCE TO PAROLEES BY INVOLVING BAR ASSOCIATION MEMBERS AS VOLUNTEER PAROLE WORKERS. THE NATIONAL PROGRAM PROVIDED DEVELOPMENTAL SUPPORT AND CONSULTATION TO A NUMBER OF STATE VOLUNTEER PAROLE AIDE PROJECTS. THE FIRST SECTION OF THIS DOCUMENT DESCRIBES THE OVERALL ROLE OF BOTH THE NATIONAL VOLUNTEER PAROLE AIDE PROGRAM AND OF STATE PROJECTS. THE MAJOR COMPONENTS OF EACH STATE PROJECT ARE IDENTIFIED, AND THE SPECIFIC ROLES OF THE BAR ASSOCIATION, PAROLING AUTHORITY, STEERING COMMITTEE, LOCAL SUBCOMMITTEES, PROJECT ADMINISTRATOR, VOLUNTEER, PAROLE OFFICER AND PAROLEE ARE DISCUSSED. THE CRITICAL TASKS IN LAUNCHING A PROJECT ARE OUTLINED, AND THE AUTHORS HAVE PROVIDED TOOLS AND IDENTIFIED RESOURCES TO FACILITATE THIS PROCESS. A HANDBOOK FOR VOLUNTEER PAROLE AIDE PROJECTS IS ALSO PRESENTED. IT IS A SUPPLEMENT TO THE GUIDELINES PRESENTED IN THE FIRST SECTION. INCLUDED IN THE HANDBOOK ARE SUGGESTIONS AND RECOMMENDED PROCEDURES IN THE AREAS OF RECRUITMENT, PUBLICITY, TRAINING, RECORDKEEPING, PROGRAM EVALUATION, AND VOLUNTEER RECOGNITION.
