Annotation: FINAL REPORT ON A PROJECT TO PROVIDE A HELICOPTER UNIT TO THE PATROL DIVISION OF THE RICHMOND (CA) POLICE DEPARTMENT FROM AUGUST 1970 TO AUGUST 1971.
Abstract: THE GOALS OF THE PROGRAM CENTERED AROUND CRIME REDUCTION. THERE IS STRONG ANELDOTAL EVIDENCE (DOCUMENTED BY OFFENSE REPORTS AND CITIZEN LETTERS) THAT THE PROGRAM IS MEETING MOST OF ITS GOALS. A QUESTIONNAIRE DISTRIBUTED TO SWORN OFFICERS IN RICHMOND FOUND THEM TO BE HIGHLY FAVORABLE TOWARD THE PROGRAM. PART I CRIME STATISTICS WERE INCONCLUSIVE IN SHOWING PROGRAM RESULTS, ALTHOUGH STATISTICS WERE ONLY AVAILABLE FOR A SIX-MONTH PERIOD. THE RATIO OF APPREHENSION AND ARREST TO TOTAL FELONY ASSIGNMENTS HAS BEEN FAR BETTER THAN THAT OBTAINABLE WITH PATROL CARS.
