APART FROM A FEW EXCEPTIONS THE METHODS OF SELECTING THE OFFICERS TO WORK IN THESE UNITS ARE FAIRLY EMPIRICAL. ADOPTION OF THE GENERAL SECRETARIAT'S MODEL TRAINING PROGRAM, PROPOSED IN 1956, IS URGED. (AUTHOR ABSTRACT)
