Annotation: THE BASIC PRINCIPLES OF THE REFORM ARE A MINIMUM OF INTERVENTION, INSTITUTIONAL CARE CLOSELY COORDINATED WITH NON-INSTITUTIONAL CARE, PLACEMENT OF PRISONERS CLOSE TO HOME, AND UTILIZATION OF SOCIAL SERVICE ORGANIZATIONS.
Abstract: AN IMPORTANT PRINCIPLE OF THE REFORM IS THAT PERSONS SERVING SENTENCES SHOULD HAVE THE SAME RIGHT TO SOCIETY'S ARRANGEMENTS FOR SOCIAL SUPPORT AND CARE AS DO OTHER MEMBERS OF SOCIETY. DESCRIBED IS THE REGIONAL ORGANIZATION OF THE CORRECTIONAL CARE SYSTEM AND THE DISTRIBUTION OF SPECIFIC TYPES OF CARE OR CLIENTELE AMONG OPEN AND CLOSED INSTITUTIONS.
