Annotation: THIS PROJECT WAS DESIGNED TO SCREEN ARRESTED ADULTS REFERRED BY THE COURT AND TO PROVIDE DETOXIFICATION AND DIAGNOSTIC SERVICES TO DRUG-ADDICTED OFFENDERS AT THE ST. LOUIS STATE HOSPITAL.
Abstract: THIS EVALUATION, BASED ON A REVIEW OF THE PROJECT'S MONTHLY ACTIVITY REPORTS COMPILED FROM JUNE 1974 TO OCTOBER 1974 AND SITE VISITS, IS DIRECTED TOWARD THE MEASUREMENT OF PROJECT EFFORT. (THE PROJECT RAN FROM SEPTEMBER 1973 THROUGH NOVEMBER 1974.) IT IS CONCLUDED THAT THE DIAGNOSTIC CAPABILITIES GENERATED THROUGH THE PROJECT WERE BEING UNDERUTILIZED DUE TO THE LACK OF DIFFERENT TYPES OF COMPREHENSIVE TREATMENT SOURCES WITHIN ST. LOUIS FOR PERSONS WITH SEVERE DRUG ABUSE PROBLEMS. IT IS RECOMMENDED THAT THE JAIL SCREENING UNIT BE ELIMINATED FROM THE TASC PROJECT SINCE IT DUPLICATED EFFORTS OF AN IMPACT PRE-TRIAL RELEASE PROJECTS. SUBSEQUENT PROJECT STATUS REPORTS (JANUARY AND MARCH 1975) NECESSITATED BY THE PROJECT'S EXTENSION ARE ALSO INCLUDED. THESE REPORTS REPORT ON LOW JUDICIAL AND PROSECUTOR ACCEPTANCE OF THE PROJECT'S VALUE, POINT TO THE FAILURE ON THE PART OF TASC PERSONNEL TO CULTIVATE NEEDED REFERRAL SOURCES, AND DOCUMENT A DECISION TO DISCONTINUE PROJECT FUNDING AND REPLACE IT WITH A REDUCED EFFORT IN PROVIDING PROBATION AS AN ALTERNATIVE TO INCARCERATION FOR DRUG ADDICTS.
