Abstract: AN AUXILIARY GOAL WAS TO HAVE A CERTAIN PERCENTAGE OF ENROLLEES ATTAIN THEIR GENERAL EQUIVALENCY DEGREE. THE PROJECT ACHIEVED ITS GOAL OF HAVING A LOW (UNDER 50 PERCENT) INCIDENCE OF ENROLLEES COMMIT TARGET OFFENSES, BUT THERE WAS NOT WAY TO PREDICT HOW MANY OF THEM WOULD HAVE COMMITTED OFFENSES HAD THEY NOT BEEN ENROLLED. ANOTHER DIFFICULTY WITH THE EVALUATION OF THIS PROJECT IS THAT NO CONTROL GROUP WAS IDENTIFIED OR ESTABLISHED.
