Abstract: THE FIRST SECTION OF THE REPORT OUTLINES THE EVENTS LEADING TO CREATION OF THE COMMISSION, ITS STRUCTURE AND OPERATING PROCEDURES, AND THE STATUS OF CRIMINAL JUSTICE IN NORTH DAKOTA AT THE PRESENT TIME. THE SECOND SECTION PRESENTS THE STANDARDS DEVELOPED AND THE INITIAL GOALS OF THE COMMISSION.
