THE INTRODUCTION DESCRIBES: PURPOSES TO BE ACHIEVED BY THE TOPIC AREA, AN HISTORICAL PERSPECTIVE, AND MAJOR NATIONAL TRENDS IN THE TOPIC AREA. THE COMMENTARY FOLLOWING EACH STANDARD CONSISTS OF RESULTS DESIRED FROM THE STANDARD, A DESCRIPTION OF PRESENT PRACTICE AND STATUS IN THE STATE RELATING TO THE STANDARD, AND A REVIEW OF ALTERNATIVE APPROACHES FOR ACCOMPLISHING THE STANDARD.
