Annotation: THIS PROGRAM WAS DESIGNED TO ASSIST THE FOUR REGION VII SPA'S (IOWA, KANSAS, MISSOURI, AND NEBRASKA) TO DEVELOP THE APPROPRIATE INTERNAL CAPACITY AND STRUCTURE FOR THE DEVELOPMENT OF TECHNICAL ASSISTANCE PLANS.
Abstract: THE DEVELOPMENTAL PROCESS WAS FACILITATED BY PLACING WITHIN EACH STATE PLANNING AGENCY TWO PERSONS DESIGNATED AS TECHNICAL ASSISTANCE ANALYSTS WHO WERE GRADUATE-LEVEL PEOPLE WITH EXPERIENCE IN ORGANIZATIONAL ANALYSIS AND/OR CRIMINAL JUSTICE. THE METHODOLOGIES EMPLOYED AND PRODUCTS DEVELOPED BY EACH ANALYST TEAM VARIED FROM STATE TO STATE ALTHOUGH IN EACH CASE AN INVENTORY OF POSSIBLE TECHNICAL ASSISTANCE RESOURCES WAS DEVELOPED. INDIVIDUAL DESCRIPTIONS OF METHODOLOGIES AND PRODUCTS, BASED ON THE ANALYSTS' ACCOUNTS OF THEIR ACTIVITIES, INDICATE THAT STATE ACCOMPLISHMENTS BEYOND THE RESOURCE INVENTORY RANGED FROM NOTHING, AS IN THE CASE OF MISSOURI, TO A COMPLETE NEEDS ASSESSMENT, RESOURCE INVENTORY, MATRIXING OF NEEDS AND RESOURCES, DRAFT TECHNICAL ASSISTANCE PLAN, AND PROPOSAL FOR TECHNICAL ASSISTANCE OPERATING STRATEGY GUIDELINES IN IOWA. IN KANSAS, THE ANALYSTS CONCENTRATED ON DEVELOPING AN AGENCY DEFINITION OF TECHNICAL ASSISTANCE, GATHERING DATA ON CURRENT LEVELS OF TECHNICAL ASSISTANCE DELIVERY BY THE KANSAS SPA AND REGIONAL PLANNING UNITS (RPU), AND DEVELOPING A RESOURCE INVENTORY. IN NEBRASKA, THE SUMMER PROGRAM ENABLED THE STATE PLANNING AGENCY TO CONTACT OPERATING AGENCIES DIRECTLY AND TO CONDUCT A PRIORITIZED TECHNICAL ASSISTANCE NEEDS ASSESSMENT. OVERALL, THE PROGRAM WAS JUDGED SUCCESSFUL IN PROVIDING ASSISTANCE TO THE REGION VII SPA'S IN LINE WITH WHAT THE SPA'S SAW AS VALUABLE TO THEM. RECOMMENDED CHANGES, HOWEVER, INCLUDED THE PROVISION OF ASSISTANCE TO AN SPA ONLY AFTER A SPECIFIC REQUEST FOR SUCH HELP AND A DETAILED OUTLINE OF THE TASKS THE ANALYST WOULD PERFORM, THE PROVISION OF FUNDS FOR LOCAL RECRUITMENT OF ANALYSTS BY EACH SPA, AND AN INCREASE IN THE LENGTH OF THE PROGRAM FROM 12 TO 16 WEEKS WHILE ASSIGNING ONLY ONE ANALYST TO EACH SPA.
