Annotation: THIS MANUAL, WHICH WAS USED FOR A 1975 NATIONAL COLLEGE OF CRIMINAL DEFENSE LAWYERS AND PUBLIC DEFENDERS MANAGEMENT WORKSHOP, CONTAINS MATERIALS EXPLAINING AND ILLUSTRATING METHODS OF MANAGING.
Abstract: MOST DEFENDER OFFICES CAN SET THEIR OBJECTIVE AS THAT OF OBTAINING ADEQUATE PERSONNEL, TRAINED AND EQUIPPED TO PROVIDE CLIENTS WITH COMPETENT LEGAL SERVICES AT THE LOWEST POSSIBLE EXPENSE. NEEDS SHOULD BE MEASURED TO MEET OBJECTIVES. THE MOST ESSENTIAL NEED IS FOR LEGAL STAFF WHO WILL BE ABLE TO HANDLE THE REQUIREMENTS OF COURT APPEARANCES AND TRIAL PREPARATION. STUDENTS AND PARAPROFESSIONALS MAY BE USED IN MAKING APPLICATIONS FOR BAIL REDUCTION OR RELEASE, WORK ON COLLATERAL MATTERS, AND CONDUCTING CLIENT INTERVIEWS. ADEQUATE OFFICE MANAGEMENT ALSO DEPENDS UPON PROPER TRAINING, DISCIPLINE, BUDGETING, AND EVALUATION. RELATIONS WITH THE COURTS, DISTRICT ATTORNEY, AND SOCIAL AGENCIES SHOULD BE COOPERATIVE AND RESPONSIBLE. ADDITIONAL MATERIAL IS PROVIDED CONCERNING THE OBTAINING AND ADMINISTERING OF FEDERAL GRANTS, AND THE USE OF AN OFFENSE CLASSIFICATION SYSTEM. SAMPLE GRANT APPLICATION, DISCUSSION OF CRIMINAL CASELOADS, AND SAMPLE PERSONNEL POLICIES ARE APPENDED. (TWK)
