Annotation: PRELIMINARY EVALUATION OF A NEW ORLEANS PROGRAM TO CREATE AN ENFORCEMENT SYSTEM FOR JUVENILES WITHIN TH POLICE DEPARTMENT TO STEM THE INCREASING JUVENILE CRIME RATE AND COMPENSATE FOR MANPOWER SHORTAGES.
Abstract: THE JDEC (JUVENILE DELINQENCY ENFORCEMENT COMPONENT) HOPED TO ACHIEVE THESE GOALS BY CREATING AND MAINTAINING PICTURE AND SLIDE FILES OF PREVIOUSLY ARRESTED JUVENILES TO FACILITATE SUSPECT IDENTIFICATION; CREATING AND MAINTAINING GEOGRAPHICALLY-BASED OFFENDER FILES TO SPEED UP INVESTIGATIONS; CONDUCTING FOLLOW-UP INVESTIGATIONS TO INCREASE ARREST/CRIME RATIOS; AND INCREASING INTERACTION WITH POLICE PLANNERS AND THE MAYOR'S CRIMINAL JUSTICE COORDINATING COUNCIL (CJCC). THIS EVALUATION WAS CONDUCTED TO MEASURE THE EFFICIENCY OF THE JDEC IN IMPLEMENTING THE ABOVE-DESCRIBES PROGRAM AND MEASURING THE IMPACT OF JDEC OPERATIONS UPON THE DELINQUENCY PROBLEM. EXAMINATION OF JDEC FILES AND STATISTICS SHOWED THAT THE UNIT HAD ESTABLISHED THE SPECIFIED FILES AND THAT SIGNIFICANT REDUCTIONS IN UNSERVED JUVENILE WARRANTS AND WARRANT EXECUTION TIME HAD BEEN ACHIEVED. RECOMMENDATIONS TO EXPAND AND IMPROVE THE THE PROGRAM ARE SET FORTH....EB
