Annotation: AN OFFENDER FLOW CHART THROUGH THE INTAKE SERVICE CENTER (ISC), THE HEART OF HAWAII'S NEW CORRECTIONAL MASTER PLAN, IS GIVEN, AND PROBLEMS OF IMPLEMENTATION ARE DISCUSSED.
Abstract: THE MASTER PLAN FOR HAWAII'S CORRECTIONAL FACILITIES, MANDATED BY LAW IN 1970, EMPHASIZES THE IMPORTANCE OF PRETRIAL SCREENING, DIVERSION PROGRAMS, AND COMMUNITY-BASED TREATMENT FACILITIES. THE ISC IS THE AGENCY CHARGED WITH SUCH SCREENING, DEVELOPING ALTERNATIVE PROGRAMS, AND, IN ADDITION, SUPERVISING PROBATION AND PAROLE SERVICES. THIS ORGANIZATIONAL PLAN FOR ISC STARTS WITH DETAILED FLOW CHARTS SHOWING THE PATHS OF APPREHENDED JUVENILES AND ADULTS THROUGH THE VARIOUS PROGRAMS, COURTS, AND POSTCONVICTION FACILITIES. THE RELATIONSHIP OF THE STATE ISC ON OAHU AND ISC UNITS ON NEIGHBORING ISLANDS IS DETAILED. LEGAL ISSUES INVOLVED IN INITIAL INTAKE, OFFENDER ASSESSMENT, MEDICAL AND PSYCHIATRIC EVALUATIONS, COUNSELING AND ASSISTANCE PROGRAMS, PRETRIAL RESIDENTIAL DETENTION, PRESENTENCE INVESTIGATION, AND POSTSENTENCE SUPERVISION ARE DISCUSSED. SUGGESTIONS ARE MADE FOR COORDINATING ISC WORK WITH OTHER HUMAN RESOURCE AGENCIES. JOB DESCRIPTIONS ARE GIVEN FOR STATE AND REGIONAL DIRECTORS, AND RECOMMENDATIONS FOR INTEGRATING VARIOUS CRIMINAL JUSTICE FUNCTIONS INTO THE ISC ARE MADE. APPENDIXES GIVE A BIBLIOGRAPHY, A LIST OF PERSONS INTERVIEWED, AND A SUMMARY OF THE CORRECTIONAL MASTER PLAN ORGANIZATIONAL STRUCTURE.
