Annotation: THE EUROPEAN CONVENTION ON THE SUPPRESSION OF TERRORISM WAS DRAWN UP WITHIN THE COUNCIL OF EUROPE AND OPENED TO SIGNATURES ON JANUARY 27, 1977. THIS CONTAINS THE EXPLANATORY REPORT, AN ARTICLE BY ARTICLE COMMENTARY.
Abstract: THE CONVENTION WAS PREPARED BY A COMMITTEE OF GOVERNMENT EXPERTS UNDER THE AUTHORITY OF THE EUROPEAN COMMITTEE ON CRIME PROBLEMS. ITS MAIN PROVISIONS ARE: THE IMPORTANCE OF EXTRADITION, FORMS OF MUTUAL COOPERATION IN INVESTIGATING AND OPPOSING ACTS OF TERRORISM, THE LIFTING OF ACTS OF TERRORISM FROM THE CATEGORY OF 'POLITICAL OFFENSE' BECAUSE OF THE INNOCENT PERSONS INVOLVED, AND A SERIES OF INTERNATIONAL PROCEDURES WHICH MAY BE FOLLOWED WHEN EXTRADITION IS REFUSED. THE TEXT OF THE EUROPEAN CONVENTION ON THE SUPPRESSION OF TERRORISM IS APPENDED.
