Annotation: TABLES PROVIDE DATA ON THE DECREASE IN THE INTENSITY OF CRIME, CRIMES IN TOWNS AND IN THE COUNTRYSIDE, AND THE INTENSITY OF CRIME BY REGIONS OF THE COUNTRY.
Abstract: A DECREASE IN EXCESS OF TWOFOLD IN THE QUANTITY OF CRIMES BETWEEN 1960 AND 1973 IS NOTED. DESPITE AN INCREASE IN THE ADULT POPULATION, CRIME HAS DECREASED. DATA CONCERNING WOMEN REVEAL THAT ALMOST 50 PERCENT FEWER WOMEN WERE SENTENCED THAN MEN AND THAT CRIME COMMITTED BY WOMEN DECREASED MORE THAN FOURFOLD. AN INCREASE IN CRIME AMONG JUVENILES AND YOUNG ADULT OFFENDERS WAS OBSERVED; IN 1973, 1 OUT OF EVERY 5 PERSONS SENTENCED WAS UNDER 20 YEARS OF AGE. PERCENTAGES OF JUVENILE DELINQUENTS SENTENCED IN 1973 FOR CRIMES AGAINST PERSONAL PROPERTY OF CITIZENS, AGAINST LIFE AND HEALTH, AND AGAINST PUBLIC PROPERTY ARE PROVIDED. SELECTED DATA ON CRIME IN TOWNS AND IN THE COUNTRYSIDE SUGGEST THE FOLLOWING: AN ALMOST TWOFOLD DECREASE IN CRIME IN THE COURSE OF 14 YEARS FOR THE WHOLE COUNTRY, IN BOTH TOWNS AND IN THE COUNTRYSIDE, IS OBSERVED; THE COEFFICIENT OF CRIME IN TOWNS STILL EXCEEDS THAT FOR THE COUNTRYSIDE, BUT THE DIFFERENCE BETWEEN THEM IS LESS THAN IN 1960, WHEN MORE THAN HALF OF THE COUNTRY'S ENTIRE POPULATION LIVED IN THE COUNTRYSIDE; AND INDICATORS OF DYNAMICS SHOWING THE RATES OF DECREASE IN CRIME POINT TO THE FACT THAT THIS PROCESS IS TAKING PLACE FASTER IN THE TOWNS THAN IN THE COUNTRYSIDE. CONCERNING THE INTENSITY OF CRIME BY REGIONS OF THE COUNTRY, DATA INDICATE THAT THE INTENSITY (THE NUMBER OF SENTENCES) OF THE THREE TYPES OF CRIME (AGAINST HEALTH AND LIFE, PUBLIC PROPERTY, AND PERSONAL PROPERTY) CHOSEN FOR INVESTIGATION FOR THE ENTIRE COUNTRY AND FOR THE REGIONS IS HIGH AND CLEARLY EXCEEDS HALF OF ALL THE SENTENCES, WITH THE EXCEPTION OF THE LARGE CITIES; THE SEPARATE REGIONS, WITH RESPECT TO THE CRIMES SELECTED ALONE, DISPLAY DEFINITE CHARACTERISTICS WHICH ARE PRIMARILY QUANTATIVE. -- IN ENGLISH AND RUSSIAN.
