Annotation: THIS REPORT PROVIDES AN ANALYSIS OF TRENDS AND IMPROVEMENTS THAT HAVE OCCURRED IN OFFICES OF ATTORNEYS GENERAL SINCE 1970 AS WELL AS AN OVERVIEW OF ALL ASPECTS OF ATTORNEYS GENERAL'S WORK.
Abstract: PART I OF THE REPORT DESCRIBES THE BASIS OF THE OFFICE OF ATTORNEY GENERAL IN CONSTITUTIONAL, STATUTORY, AND COMMON LAW. THE ATTORNEY GENERAL'S ROLE IN LAW ENFORCEMENT AND PROSECUTION IS DISCUSSED IN PART II. PART III FOCUSES ON THE ATTORNEY GENERAL'S ROLE AS THE CHIEF LEGAL OFFICER FOR STATE GOVERNMENT. THE OFFICE'S INTERNAL ORGANIZATION, BRANCH OFFICES AND OTHER STRUCTURAL MATTERS ARE COVERED IN PART IV. THE FINAL PART OF THE REPORT DISCUSSES THE POWERS, DUTIES, AND OPERATIONS OF ATTORNEYS GENERAL'S OFFICES FROM A DIFFERENT PERSPECTIVE: THAT OF THE FUNCTIONAL AREAS INVOLVED (THOSE AREAS FOR WHICH THE ATTORNEY GENERAL USUALLY HAS PRIMARY RESPONSIBILITY, AND THOSE IN WHICH HE USUALLY ACTS ON BEHALF OF A STATE AGENCY). THE REPORT IS SUPPLEMENTED BY SUPPORTING TABLES; RECOMMENDATIONS ADOPTED BY THE COMMITTEE ON THE OFFICE OF ATTORNEY GENERAL AND ADOPTED BY THE NATIONAL ASSOCIATION OF ATTORNEYS GENERAL AT ITS MEETING ON FEBRUARY 1, 1971, AND A LIST OF CURRENT PUBLICATIONS ARE APPENDED.
