Abstract: THE DOCUMENT REPRESENTES A CONTINUATION OF THE THREE-VOLUME REGIONAL CRIMINAL JUSTICE PLAN PUBLISHED IN OCTOBER 1976 FOR THE SEVEN-COUNTY ATLANTA, GA., REGION. THE STATISTICAL SECTION INCLUDES A NARRATIVE ANALYSIS OF CRIME IN THE REGION; DATA ON INDEX CRIMES BY COUNTY, BY OFFENSE, AND BY JURISDICTION; STATISTICS ON CLEARANCES; AND REGIONAL CRIME TRENDS. UPDATED DESCRIPTIONS AND DATA ARE PRESENTED ON THE REGION'S SUPERIOR COURTS, LOCAL JAILS, LAW ENFORCEMENT AGENCIES, AND JUVENILE COURTS. STATISTICS ON LAW ENFORCEMENT BUDGETS AND EXPENDITURES FOR 1971 THROUGH 1977 ARE INCLUDED. ISSUE PAPERS DISCUSS THE FOLLOWING TOPICS: AUTOMATED CRIMINAL JUSTICE SYSTEMS; COMMUNITY TREATMENT CENTERS; CRIME PREVENTION; JUVENILE JUSTICE; LOCAL JAIL STANDARDS; MENTAL HEALTH AND CRIME; PRIVATE SECURITY INDUSTRY; RESTITUTION; VICTIMLESS CRIME; AND ELDERLY VICTIMIZATION. THE RESULTS OF A STUDY ON ELDERLY VICTIMS OF CRIME CONDUCTED IN 1972 ARE REPORTED. A COMPARISON OF THE CRIMINAL JUSTICE GOALS, OBJECTIVES, AND STANDARDS OF THE REGION, THE CITY OF ATLANTA, AND DEKALB COUNTY IS PRESENTED IN TABULAR FORMAT. REVISED STANDARDS AND OBJECTIVES RELATIVE TO PRIVATE SECURITY, CRIME PREVENTION, VICTIMLESS CRIME, AUTOMATED CRIMINAL JUSTICE INFORMATION SYSTEMS, AND JUVENILE JUSTICE ARE STATED. ON THE BASIS OF A COMPARISON OF THE EXISTING SITUATION WITH STATED GOALS, OBJECTIVES, AND STANDARDS, NEEDS ARE IDENTIFIED RELATIVE TO THE GOALS OF MINIMIZING UNDERLYING CONDITIONS; DECREASING OPPORTUNITY AND REWARD FOR COMMITTING CRIME; INCREASING THE RISKS INVOLVED IN COMMITTING A CRIME; IMPROVING THE QUALITY OF JUSTICE; IMPROVING INSTITUTIONAL AND NONINSTITUTIONAL REHABILITATION; UPGRADING INFORMATION SYSTEMS; CONDUCTING RESEARCH, PLANNING, AND EVALUATION; AND DEVELOPING PERSONNEL. RECOMMENDATIONS ARE PRESENTED FOR PROGRAMS AND PRIORITIES TO BE FUNDED WITH LEAA BLOC GRANTS IN FISCAL YEAR 1979 AND FOR PROGRAMS TO BE FUNDED THROUGH OTHER SOURCES.
