Annotation: TABULAR DATA FOR FISCAL YEAR 1977-78 ARE PRESENTED ON STATE ATTORNEY GENERAL OFFICES' BUDGETS, SALARIES, AND ISSUANCE OF ADVISORY OPINIONS.
Abstract: THE DATA WERE GATHERED IN A QUESTIONNAIRE SURVEY OF ALL ATTORNEYS GENERAL CONDUCTED IN AUGUST 1977. THE 18 TABLES AND ACCOMPANYING NARRATIVE SUMMARIES PRESENT INFORMATION ON APPROPRIATIONS (SPECIAL APPROPRIATIONS AND REVOLVING FUNDS); FEDERAL GRANTS; SALARIES FOR THE ATTORNEYS GENERAL AND THEIR STAFF; TYPE OF BUDGET; AND ADVISORY OPINIONS (NUMBER ISSUED AND FREQUENCY OF PUBLICATIONS). OF THE 54 JURISDICTIONS, 45 APPROPRIATED OVER $1 MILLION ANNUALLY TO THE ATTORNEY GENERAL'S OFFICE. MOST BUDGETS INCLUDE SOME SPECIAL APPROPRIATIONS, USUALLY TO FUND A PARTICULAR UNIT OR SPECIAL PROJECT. EIGHTEEN OFFICES HAVE REVOLVING FUNDS, MOST OF WHICH ARE USED FOR ANTITRUST ENFORCEMENT. THIRTY-ONE OFFICES HAVE GRANTS FROM LEAA. LEAA GRANTS MOST COMMONLY ARE USED FOR TRAINING, ORGANIZED CRIME AND CORRUPTION CONTROL, CRIMINAL JUSTICE STATISTICS, AND CRIME LABORATORIES. ATTORNEYS GENERAL'S SALARIES RANGE FROM $25,000 TO $60,000. THIRTEEN OFFICES USE A LINE-ITEM BUDGET, TEN USE A PROGRAM OR PERFORMANCE BUDGET, THREE USE A ZERO-BASED SYSTEM, AND THE REMAINDER USE A COMBINATION OF BUDGETING SYSTEMS. THE NUMBER OF FORMAL ADVISORY OPINIONS ISSUED RANGES FROM 5 TO 3,000; THE MEDIAN IS 121. OF THE 45 JURISDICTIONS THAT PUBLISH OPINIONS, 17 DO SO ANNUALLY.
