Annotation: THE ORGANIZATION, RESPONSIBILITIES, ACTIVITIES, AND FINANCIAL AND MANPOWER RESOURCES OF THE NORTH DAKOTA JUDICIAL SYSTEM ARE REVIEWED FOR CALENDAR YEAR 1977.
Abstract: SOCIAL CHANGE AND GROWING PUBLIC EXPECTATIONS HAVE LED TO INCREASED PLANNING ACTIVITIES. PLANNING GOALS INCLUDE STRENGTHENING THE JUDICIAL SYSTEM, INCREASING ACCESSIBILITY, IMPROVING SERVICES, FACILITATING BETTER COMMUNICATIONS AMONG THE COMPONENTS OF THE JUSTICE SYSTEM AND THE CITIZENS, AND INCREASING THE PROFESSIONAL EXCELLENCE OF COURT PERSONNEL. ACTIVITIES AIMED AT IMPLEMENTING THESE GOALS HAVE BEEN UNDERTAKEN THROUGHOUT THE JUSTICE SYSTEM. RESPONSIBILITIES AND JURISDICTION OF THE STATE SUPREME COURT ARE EXAMINED, ALONG WITH A SUMMARY OF SUPREME COURT BUSINESS FOR THE YEAR. PROBLEMS RESULTING FROM INCREASED WORK VOLUME ARE NOTED. COURT PERSONNEL TRAINING ACTIVITIES AND ADMINISTRATIVE UNDERTAKINGS ARE OUTLINED. A LISTING OF FEDERALLY ASSISTED PROGRAMS IS PROVIDED. JURISDICTIONAL BOUNDARIES OF THE DISTRICT COURTS ARE PRESENTED, AND TABULAR AND GRAPHIC DATA ON DISTRICT COURT CIVIL AND CRIMINAL PROCEEDINGS FOR 1977 ARE PROVIDED. JUVENILE COURT CASELOADS ARE ALSO EXAMINED. CASE FILINGS AND DISPOSITIONS FOR COUNTY COURTS WITH INCREASED JURISDICTION ARE PRESENTED, AS ARE THOSE FOR COUNTY JUSTICE COURTS. DUTIES OF THE COUNTY COURTS ARE DESCRIBED, AND FILINGS AND DISPOSITIONS ARE GIVEN. DUTIES OF THE MUNICIPAL COURTS AND SELECTED TRAFFIC-RELATED CASE DISPOSITIONS ARE DELINEATED. ACTIVITIES OF THE FOURTH JUDICIAL DISTRICT TRIAL COURT, THE SUPREME COURT LAW LIBRARY, THE JOINT PROCEDURE COMMITTEE, THE SUPREME COURT DISCIPLINARY BOARD, THE JUDICIAL QUALIFICATIONS COMMISSION AND THE JUDICIAL COUNCIL ARE ALSO REVIEWED.
