Annotation: PROCEDURAL GUIDELINES FOR PREIMPLEMENTATION PROGRAM PLANNING ARE PRESENTED WITHIN THE CONTEXT OF APPLICATION FOR LEAA GRANTS. EACH STEP IN APPLICATION COMPLETION IS EXAMINED AND ILLUSTRATED.
Abstract: PRIOR TO APPLICATION, PROSPECTIVE APPLICANTS SHOULD DETERMINE ELIGIBILITY FOR SUCH FUNDING. THE FIRST SECTION OF THE APPLICATION REQUIRES AN IDENTIFICATION, ANALYSIS, AND STATEMENT OF THE PROBLEM TO BE ADDRESSED, UTILIZING APPROPRIATE DATA. PROJECT GOALS, GENERAL NONTIME RESTRICTED STATEMENTS OF PURPOSE, SHOULD BE FORMULATED. SPECIFIC TIME-LIMITED AND QUANTIFIABLE OBJECTIVES TO BE ATTAINED BY SPECIFIC PROGRAM ACTIVITIES AIMED AT MEETING PROGRAM GOALS SHOULD THEN BE DEVELOPED. GENERAL PROJECT DEVELOPMENT SHOULD BE OUTLINED. A FRAMEWORK WHICH MAY BE USED TO DETERMINE THE LOGICAL SEQUENCE OF STEPS TO PROJECT OUTCOME SHOULD INCOPORATE INPUTS, ACTIVITIES, IMMEDIATE RESULTS, AND THE LONG-TERM OUTCOMES, EXTERNAL INFLUENCES ON BOTH IMMEDIATE RESULTS AND LONG-TERM OUTCOMES SHOULD ALSO BE CONSIDERED. EVALUATION SECTION OF THE APPLICATION IS DESIGNED TO ENABLE THE APPLICANT TO DETERMINE HOW THE PROGRAM'S EFFECTIVENESS AND EFFICIENCY WILL BE DETERMINED. FUNDING DECISIONMAKERS PLACE GREAT EMPHASIS ON PROJECT ACCOUNTABILITY. EVALUATION WILL REQUIRE THAT INFORMATION NEEDS BE DETERMINED, THAT AN INFORMATION GATHERING PLAN BE DEVELOPED, AND THAT MEASURES OR INDICATORS RELEVANT TO GOAL AND OBJECTIVE ATTAINMENT BE IDENTIFIED. IN ADDITION TO THE ABOVE, THE APPLICANT SHOULD DEVELOP A TIMETABLE FOR PROGRAM IMPLEMENTATION, ESTABLISH PROCEDURES FOR ORGANIZING THE STAFF TO ACCOMPLISH GOALS AND OBJECTIVES, AND DESCRIBE RESOURCES TO BE USED AND THE BUDGET REQUIRED. APPENDIXES INCLUDE PHONE NUMBERS OF THE PLANNING AND GRANTS MANAGEMENT TEAMS OF THE FLORIDA DEPARTMENT OF ADMINISTRATION DIVISION OF STATE PLANNING, A GUIDE TO REGIONAL PLANNING UNITS AND NAMES OF DIVISIONAL HEADS IN THE STATE OF FLORIDA, AND INFORMATION OF FLORIDA REGIONAL PLANNING COUNCILS -- THEIR ADDRESSES AND EXECUTIVE DIRECTORS.
