Annotation: COUNTY LAW ENFORCEMENT APPLIED REGIONALLY (CLEAR), DEVELOPED BY 43 INDEPENDENT LAW ENFORCEMENT DEPARTMENTS, PROVIDED THE BASE FOR DEVELOPMENT OF A COMPREHENSIVE CRIMINAL JUSTICE INFORMATION SYSTEM (CJIS).
Abstract: TOGETHER CLEAR/CJIS PROVIDES INFORMATION SERVICES TO CINCINNATI AND HAMILTON COUNTY, OHIO, FOR 61 POLICE INSTALLATIONS, 9 COURT OFFICES, AND 2 CORRECTIONAL AGENCIES. THE SYSTEM IS FINANCED BY A COUNTY TAX LEVY. SYSTEM HARDWARE REQUIREMENTS ARE PRESENTED. CLEAR/CJIS FUNCTIONS INCLUDE MESSAGE SWITCHING, DATA STORAGE AND RETRIEVAL, AND GENERATION OF REPORTS. MESSAGE SWITCHING PROVIDES COMMUNICATIONS AMONG 105 IN-SYSTEM TERMINALS AND INTERFACES IN AN ON-LINE, REAL-TIME SITUATION WITH THE OHIO HIGHWAY PATROL'S LAW ENFORCEMENT TELECOMMUNICATIONS SYSTEM (LEADS) AND THE OHIO TERMINAL OF THE NATIONAL LAW ENFORCEMENT TELECOMMUNICATIONS SYSTEM. DATA STORAGE AND RETRIEVAL INCLUDES FILE PACKAGES OF CLEAR/CJIS, OHIO LEADS, AND THE NATIONAL CRIME INFORMATION CENTER (NCIC). A TYPICAL RECORD INVOLVES ISSUE OF AN ARREST WARRANT, FOLLOWED BY A NAME SEARCH AND UPDATING OF AN EXISTING ENTRY OR CREATION OF A NEW ENTRY. FOLLOWING ARREST, THE SUBJECT'S WANTED RECORD IS CANCELED, AND THE ARREST IS ENTERED AS A SUBJECT-IN-PROCESS WHICH IN TURNS BUILDS A CRIMINAL HISTORY FOR THE ARREST, CREATES A RECORD, AND GENERATES A DATE ACTIVITY SYSTEM WHICH WILL CONTROL THE CHRONOLOGY OF THE CASE THROUGHOUT THE JUDICIAL PROCESS. THE DATA ACTIVITY SYSTEM PREPARES A RAP SHEET, DOCKET LIST, AND INDIVIDUAL DOCKET FOR THE FIRST AND SUCCEDING APPEARANCES IN COURT. PLEA, FINDING, SENTENCE AND OR DISPOSITION ARE ALSO ENTERED. AT COMPLETION OF THE DISPOSITION, THE DATA ACTIVITY SYSTEM PRODUCES A RELEASE LIST FOR THE APPROPRIATE AGENCY, MAKES A FINAL UPDATE ON THE CRIMINAL HISTORY, AND CANCELS THE SUBJECT-IN-PROCESS RECORD. REPORTS PRODUCED BY THE SYSTEM HAVE ELIMINATED A LARGE VOLUME OF PAPERWORK. REPORTS ARE PUBLISHED DAILY, WEEKLY, OR MONTHLY. A LISTING OF REPORTS, LISTS, AND ANALYSES AVAILABLE THROUGH THE SYSTEM TO MEET THE DIVERSE INFORMATION NEEDS OF POLICE, COURTS, PROSECUTORS, CORRECTIONAL INSTITUTIONS, AND PROBATIONS IS PROVIDED.
