REFERENCE DATA AND SUPPORTING DOCUMENTATION AND VARIOUS ASPECTS OF THE IOWA LAW ENFORCEMENT TELECOMMUNICATIONS PLAN PRESENTED IN THE FIRST VOLUME AND ITS APPENDIX, ARE DISCUSSED.
Abstract:
THIS DETAILED DISCUSSION OF THE TELECOMMUNICATIONS SYSTEM PLANNING OBJECTIVES AND REQUIREMENTS FOCUSES ON THE GENERAL MAKEUP OF THE TELECOMMUNICATIONS SYSTEM, COMMUNICATIONS CENTERS, COMMUNICATION LINKS, OPERATING PROCEDURES, DISPATCH AND OPERATIONS PERSONNEL TRAINING, MAINTENANCE STANDARDS, THE PHYSICAL FACILITIES, AND COMMUNICATIONS CENTER OPERATIONS MANAGEMENT. FOLLOWING A DISCUSSION OF SYSTEM MODELS AND EVALUATION, EXISTING SYSTEM PERFORMANCE AND PLANNING OBJECTIVES ARE COMPARED, AND A GENERAL MODEL IS INTRODUCED AFTER A DISCUSSION OF THE EXISTING DEFICIENCIES. AREA/POPULATION RELATIONSHIPS, AGENCY COMMUNICATIONS CHANNELS, FREQUENCY LINK MODELS, A PREDICTIVE MODEL, SYSTEM LINK PERFORMANCE, SYSTEM EVALUATION, AND SYSTEM UPGRADING ARE ALSO EXAMINED. ASPECTS OF SYSTEM DESIGN CRITERIA, PERFORMANCE PREDICTION AND EVALUATION DISCUSSED INCLUDE, FREQUENCY SPECTRUM USAGE AND CHANNEL DEVELOPMENT, LINK REQUIREMENTS BASED ON MESSAGE TRAFFIC LOAD, FREQUENCY PLAN ASSIGNMENTS, A CONTINUOUS TONE CODE SQUELCH SYSTEM PLAN, POINT-TO-POINT CHANNELS, SYSTEM DESIGN PARAMETERS AND CRITERIA, COMMUNICATIONS CENTER DESIGN PARAMETERS, SIGNAL RELIABILITY, THE RATIONALE UNDERLYING COUNTY SITE RELOCATION, CONSIDERATIONS RELATING TO THE DESIGN OF ULTRA-HIGH FREQUENCY MUNICIPAL SYSTEMS, AIRCRAFT RADIO COMMUNICATIONS PARAMETERS, PORTABLE RADIO USAGE, SYSTEM PERFORMANCE PREDICTION AND EVALUATION, AND COST ESTIMATES FOR PLANNING. SEVERAL ASPECTS OF SYSTEM MAINTENANCE ARE EXAMINED, INCLUDING MAINTENANCE CONTRACTS, TESTS, AND RECORDS; ALSO, OPERATING PROCEDURES AND SYSTEM MANAGEMENT ARE OUTLINED. A STANDARDIZED APPROACH TO SYSTEM PROCUREMENT AND HIGHLIGHTS OF TECHNICAL IMPROVEMENTS ARE INCLUDED. RECOMMENDATIONS FOR PUBLIC SAFETY EMERGENCY RADIO SYSTEMS, POINT-TO-POINT CHANNEL RADIO, TELEPHONE SERVICES, AUTOMATIC COMMAND/CONTROL/INFORMATION SYSTEMS, AND PROCUREMENT ARE PROVIDED.
