Annotation: THE COMPOSITION, FUNCTIONS, AND RECENT DEVELOPMENTS OF THE DEPARTMENT DIVISIONS ARE REPORTED. DATA CONCERNING DEPARTMENT ACTIVITIES ARE PRESENTED IN GRAPHS AND TABLES. THE 'STREET COP' IS THE FOCUS OF CONCERN.
Abstract: ADMINISTRATIVE ASSIGNMENTS COMPRISE 2 PERCENT OF THE DEPARTMENT'S COMMISSIONED OFFICERS. THE OFFICERS' FUNCTIONS INCLUDE PUBLIC RELATIONS AND MANAGING THE INTERNAL COMPLEXITIES OF THE DEPARTMENT. NEIGHBORHOOD STOREFRONTS HAVE BEEN ESTABLISHED IN FOUR DISTRICTS TO DEVELOP A CLOSER RELATIONSHIP WITH CITIZENS. THE ADMINISTRATIVE DIVISION REPRESENTS 8 PERCENT OF THE DEPARTMENT, AND ITS FUNCTION IS TO REGULATE THE INTERNAL STRUCTURE OF THE DEPARTMENT. THE PATROL DIVISION, 53 PERCENT OF THE DEPARTMENT, OPERATES FROM 4 DISTRICTS TO ENFORCE LAWS AND ORDINANCES. THE DIVISION ALSO MAINTAINS A HELICOPTER UNIT, A MEDICAL UNIT, A SPECIAL CRIME ATTACK TEAM, A CANINE CORPS, AN AIRPORT POLICE UNIT, AND A 42-PERSON VOLUNTEER RESERVE UNIT. THE TRAFFIC DIVISION COMPRISES 10 PERCENT OF THE DEPARTMENT; THE INVESTIGATION DIVISION, 14 PERCENT. THE JUVENILE DIVISION, 5 PERCENT OF THE DEPARTMENT, EMPHASIZES THE FACT THAT JUVENILES ARE NOT ADULTS AND IS COMMITTED TO PROMOTING COMMUNITY ADJUSTMENT WHERE POSSIBLE RATHER THAN PUNISHMENT. THE TECHNICAL SERVICES DIVISION, 7 PERCENT OF THE DEPARTMENT, PROVIDES AUXILIARY SERVICES AND IS RESPONSIBLE FOR SUPPLIES, COMMUNICATIONS, FLEET MAINTENANCE, AND THE SAFE CUSTODY OF NONDEPARTMENTAL PROPERTY. TABLES DEPICT THE FOLLOWING ITEMS: TOTAL OFFENSES REPORTED BY DISTRICT, ADULT ARRESTS BY AGE AND SEX, JUVENILE ARRESTS BY AGE AND SEX, ARRESTS BY RACE AND OFFENSE, JUVENILE RECIDIVISM RATES, AND VARIOUS TRAFFIC OFFENSES. GRAPHS PRESENT THE RATE OF CRIME FOR A 10-YEAR PERIOD, TRAFFIC DIVISION STATISTICS, AND PERSONNEL PROFILES. DEPARTMENT HIGHLIGHTS ARE SUMMARIZED, AND A DEPARTMENT SALARY SCHEDULE IS INCLUDED. (KJM)
