THE DISCUSSION TOUCHES ON SUCH ISSUES AS CITIZEN RESPONSIBILITY, IMPARTIAL POLICE SERVICE, THE USE OF FORCE, POLICE UNION ACTIVISM, FISCAL RESPONSIBILITY, RELATIONS WITH THE MEDIA, AND LEGAL SOURCES OF AUTHORITY.
