Annotation: THE SECOND VOLUME IN A FOUR-PART SERIES OF JUVENILE CORRECTIONS STANDARDS PRESENTS 259 STANDARDS FOR THE PLANNING, MANAGEMENT, AND DELIVERY OF JUVENILE PROBATION AND AFTERCARE SERVICES.
Abstract: THE STANDARDS WERE DEVELOPED JOINTLY BY THE COMMISSION ON ACCREDITATION FOR CORRECTIONS AND THE AMERICAN CORRECTIONAL ASSOCIATION. (THE FIRST VOLUME, CONCERNED WITH COMMUNITY RESIDENTIAL SERVICES, WAS RELEASED IN MAY 1978; TWO OTHER VOLUMES, ADDRESSING JUVENILE DETENTION FACILITIES AND TRAINING SCHOOLS, ARE TO BE ISSUED BY THE END OF 1978.) THE MANUAL STATES AND DISCUSSES STANDARDS ON JUVENILE PROBATION AND AFTERCARE SERVICE ADMINISTRATION, ORGANIZATION, AND MANAGEMENT; PERSONNEL; FISCAL MANAGEMENT; CASE RECORDS; MANAGEMENT INFORMATION SYSTEMS; PLANNING AND COORDINATION; RESEARCH; VOLUNTEER INVOLVEMENT; INTAKE; COMMUNITY PLACEMENT PROGRAMS; PLACEMENT, TRANSFER, TERMINATION, AND REMOVAL PROCESS; SUPERVISION; PREDISPOSITION INVESTIGATION AND REPORT; AND PROVISIONS OF RELEASE AND REVOCATION. THE STANDARDS EMPHASIZE THE REMOVAL OF STATUS OFFENDERS AND NEGLECTED YOUTH FROM THE JUVENILE CORRECTIONS SYSTEM THROUGH SOUND INTAKE PROCEDURES, MANDATE DUE PROCESS AND PROCEDURAL REGULARITY TO ENSURE THE RIGHTS OF JUVENILES SUBJECT TO PROBATION AND AFTERCARE SUPERVISION, AND CALL FOR EQUALITY OF SERVICES FOR MALE AND FEMALE JUVENILES. THE PRINCIPLES ON WHICH THE COMMISSION AND THE ASSOCIATION HAVE BASED THEIR STANDARDS-SETTING EFFORTS ARE STATED. A GLOSSARY IS PROVIDED. (LKM)
