Annotation: A JUVENILE JUSTICE AND DELINQUENCY PREVENTION SURVEY, CONDUCTED AMONG LOCAL BRANCHES OF THE YOUNG MENS' CHRISTIAN ASSOCIATION (YMCA) IN 1977-1978, FOUND THAT 27 PERCENT OPERATED JUVENILE JUSTICE PROGRAMS.
Abstract: SURVEY RESULTS INDICATE THAT MORE THAN HALF OF ALL RESPONDING UNITS HAD AT ONE TIME OPERATED EITHER A JUVENILE DELINQUENCY PREVENTION PROGRAM OR A TREATMENT PROGRAM, BUT AT THE TIME OF THE SURVEY, ONLY 27 PERCENT WERE ACTIVELY INVOLVED IN SUCH ACTIVITIES. ABOUT 90 PERCENT OF THE PROGRAMS FOCUSED ON DELINQUENCY PREVENTION INCLUDING OUTREACH, AFTER SCHOOL CARE, COUNSELING, RECREATION PROGRAMS, OR WORK WITH YOUTHS REFERRED BY COURTS. ABOUT 10 PERCENT WERE ACTIVE TREATMENT PROGRAMS OFFERING SHELTER CARE FACILITIES, ALTERNATIVE SCHOOLS, ALCOHOL AND DRUG TREATMENT PROGRAMS, AND ACTIVE COUNSELING WITH DELINQUENT YOUTHS. TABLES PRESENT SURVEY DATA ON TYPES OF PROGRAMS OFFERED, PROGRAM APPROACHES BY REGION, PROGRAM APPROACHES BY TYPE, TIME PROGRAMS HAVE BEEN IN EXISTENCE, PRIMARY SOURCE OF INCOME FOR PROGRAMS, STAFF, AND TRAINING. APPENDIXES PRESENT THE SURVEY FORM, DEFINITIONS USED IN THE STUDY, GENERAL PROGRAM DESCRIPTIONS, A LIST OF YMCA'S CONTACTED (GROUPED BY REGION), AND A PROGRAM LOG SUMMARIZING SURVEY RESULTS. CONCERN IS EXPRESSED BECAUSE FEW PROGRAMS INVOLVE SHELTER CARE AND MANY OF THE PROGRAMS ARE TERMINATING DUE TO LACK OF FUNDS. (GLR)
