Annotation: THIS PROJECT WAS CONDUCTED TO ANALYZE JOBS AT FOUR LEVELS OF POLICE POSITIONS IN MUNICIPAL POLICE AGENCIES THROUGHOUT THE STATE OF NEW YORK.
Abstract: THE LEVELS WERE OFFICER, SERGEANT, LIEUTENANT, AND CAPTAIN. SEVERAL STAGES WERE COVERED AS THE PROJECT PROGRESSED: (1) PERFORMANCE OF BACKGROUND RESEARCH, INCLUDING A REVIEW OF THE LITERATURE IN THE AREAS OF JOB ANALYSIS AND POLICE WORK; (2) COLLECTION OF STAFFING INFORMATION ON POLICE AGENCIES; (3) OBSERVATION OF AND INTERVIEWS WITH JOB INCUMBENTS AND SUPERVISORS; (4) DEVELOPMENT OF JOB TASKS FOR EACH LEVEL; (5) COLLECTION OF INCUMBENT OPINIONS ON THE PERFORMANCE AND CRITICALITY OF AND TIME SPENT ON EACH JOB TASK; (6) DEVELOPMENT OF REQUIRED KNOWLEDGE, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS FOR EACH JOB LEVEL; AND (7) CONDUCT OF MEETINGS WITH JOB INCUMBENTS AND SUPERVISORS TO OBTAIN THEIR OPINIONS ON THE NECESSARY KNOWLEDGE, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS. SIX DISTINCT STAFFING PATTERNS WERE OBSERVED: OFFICER, SERGEANT, LIEUTENANT, CAPTAIN; OFFICER, SERGEANT, LIEUTENANT; OFFICER, SERGEANT, CAPTAIN; OFFICER, LIEUTENANT, CAPTAIN; OFFICER AND ONE SUPERVISORY LEVEL; AND OFFICERS ONLY. TASK CHECKLISTS WERE DEVELOPED, AND RESPONSES TO A TASK CHECKLIST QUESTIONNAIRE WERE USED AS THE BASIS FOR ESTABLISHING DESIRABLE CHARACTERISTICS FOR EACH LEVEL. SUMMARY STATISTICAL DATA ARE CONTAINED IN CHARTS THAT DEPICT THE FINDINGS OF THE JOB ANALYSIS PROJECT. (DEP)
