Annotation: THE NEED FOR A UNIT TO COORDINATE ALL PROGRAMS OF CRIMINAL JUSTICE REFORM TO CLEARLY DEFINE GOALS AND PRIORITIES AND ABLE TO TRANSLATE THESE INTO INSTITUTIONAL CHANGE IS DISCUSSED.
Abstract: THE COMMITTEE FOR PUBLIC JUSTICE, INC., PROPOSES THAT IT BE ENTRUSTED WITH THE RESPONSIBILITY FOR COORDINATING GROUPS AND INDIVIDUALS WORKING FOR CRIMINAL JUSTICE REFORM. MANY SEPARATE GROUPS ARE INVOLVED IN CREATIVE SOLUTIONS AND ARE NOT RECEIVING THEIR DESERVED PRIORITY. THESE EFFORTS SHOULD BE COORDINATED, ANALYZED, AND EVALUATED, WITH POSSIBLE AREAS OF GENERAL AGREEMENT IDENTIFIED. THE PROGRAM PROPOSED BY THE COMMITTEE ENCOMPASSES FIVE STEPS: (1) IDENTIFY MAJOR STATEWIDE AND NATIONAL ORGANIZATIONS INVOLVED IN CRIMINAL JUSTICE REFORM AND ASSEMBLE INFORMATION ON THE NATURE OF THEIR EFFORTS, FUNDING SOURCES, AND OTHER PERTINENT DATA; (2) REVIEW POLICY STATEMENTS OF NATIONALLY PROMINENT GROUPS, INDIVIDUALS, AND COMMISSIONS CONCERNED WITH CRIMINAL JUSTICE REFORM AND IDENTIFY MAIN AREAS ON WHICH THERE IS AGREEMENT WITH RESPECT TO GOALS AND METHODS; (3) PREPARE INDEPTH STUDIES OF SEVERAL SUCCESSFUL CRIMINAL JUSTICE REFORM EFFORTS IN DIFFERENT PARTS OF THE COUNTRY TO HELP DEVELOP VIABLE STRATEGIES FOR A NATIONAL ADVOCACY EFFORT; (4) APPROACH APPROXIMATELY 20 PROMINENT ORGANIZATIONS TO CONVINCE THEM TO JOIN A WORKING GROUP TO ASSESS PARAMETERS AND THE FEASIBILITY OF A NATIONAL EFFORT TO REFORM THE CRIMINAL JUSTICE SYSTEM; AND (5) CONDUCT MEETINGS OF THE WORKING GROUP AS NEEDED TO ACCOMPLISH THE PRECEDING STEPS. ORGANIZATIONS ENVISIONED FOR PARTICIPATION IN THE WORKING GROUP ARE LISTED, AND THE OPERATION AND FINANCING OF THE COMMITTEE ARE DESCRIBED. (DEP)
