Annotation: FOLLOWING AN INTRODUCTION TO THE CRIME PREVENTION THROUGH ENVIRONMENTAL DESIGN (CPTED) CONCEPT AND ITS OPERATING HYPOTHESES AND BENEFITS, THE CONTENTS OF THE PROGRAM MANUAL ARE SUMMARIZED.
Abstract: THE GOAL OF THE CPTED PROGRAM IS TO DEVELOP AND DEMONSTRATE CONCEPTS FOR URBAN ENVIRONMENTS THAT WILL REDUCE CRIME AND IMPROVE THE QUALITY OF URBAN LIFE BY REDUCING THE FEAR OF CRIME. THERE ARE FOUR CPTED OPERATING HYPOTHESES: ACCESS CONTROL, SURVEILLANCE, ACTIVITY SUPPORT, AND MOTIVATION REINFORCEMENT. EACH OPERATING HYPOTHESIS IS A PROPOSITION CONCERNING ENVIRONMENT-BEHAVIOR RELATIONSHIPS, AND EACH PROVIDES THE UNDERLYING RATIONALE FOR A SET OF SPECIFIC STRATEGIES FOR AFFECTING THEIR RELATIONSHIPS THROUGH THE CREATION, MODIFICATION, OR ELIMINATION OF ENVIRONMENTAL VARIABLES. SOME OF THE BENEFITS OF THE CPTED INCLUDE THE TREATMENT OF CRIME PROBLEMS AT VARIOUS ENVIRONMENTAL SCALES, INTEGRATION OF PREVENTION APPROACHES, IDENTIFICATION OF SHORT- AND LONG-TERM GOALS, ENCOURAGEMENT OF COLLECTIVE RESPONSES TO PROBLEMS, INTERDISCIPLINARY APPROACH TO URBAN PROBLEMS, ENCOURAGEMENT OF BETTER POLICE/COMMUNITY RELATIONS, DEVELOPMENT OF SECURITY GUIDELINES AND STANDARDS, ASSISTANCE IN URBAN REVITALIZATION, ACQUISITION OF DEVELOPMENT FUNDS, AND INSTITUTIONALIZATION OF CRIME PREVENTION POLICIES AND PRACTICES. THE PROGRAM MANUAL IS DIVIDED INTO THREE VOLUMES. THE FIRST (NCJ-47548) DEALS WITH PLANNING AND IMPLEMENTATION AND SERVES AS A PRACTICAL GUIDE FOR THE APPLICATION OF THE CPTED CONCEPT TO URBAN CRIME PREVENTION PROJECTS. THE SECOND (NCJ-45749) CONCERNS STRATEGIES AND DIRECTIVES AND PROVIDES A CATALOG OF SOLUTIONS TO IDENTIFIED PROBLEMS, TOGETHER WITH EXAMPLES OF SPECIFIC DESIGN GUIDELINES THAT HAVE BEEN DEVELOPED FOR SPECIFIC APPLICATION IN RESIDENTIAL, COMMERCIAL, AND SCHOOL ENVIRONMENTS. THE THIRD (NCJ-45750) OUTLINES ANALYTIC METHODS AND DETAILS A FRAMEWORK FOR CONDUCTING CRIME/ENVIRONMENT ANALYSIS TO ACCOMPLISH NECESSARY INFORMATION-GATHERING STEPS FOR DIAGNOSING CRIME AND FEAR PROBLEMS, AND FOR EVALUATING STRATEGIES DESIGNED TO DEAL WITH THESE PROBLEMS.
