Abstract: BASIC ISSUES INCLUDE THE DEFINITION OF EVALUATION, APPROACHES TO METHODS OF EVALUATION, PROGRAM DEVELOPMENT, EVALUATION RESEARCH IN HISTORICAL PERSPECTIVE, FACTORS AFFECTING INVESTMENT IN EVALUATION RESEARCH, ORGANIZATIONAL ARRANGEMENTS, AND EVALUATION RESEARCH AND BASIC RESEARCH.
