Annotation: A FLORIDA PLAN DESIGNED TO PREVENT CRIMES AGAINST THE ELDERLY AND TO REDUCE FEAR OF CRIME AMONG THE ELDERLY IS PRESENTED. THE PLAN IS RECOMMENDED FOR IMPLEMENTATION IN 1978-1979.
Abstract: THE PLAN IS PRESENTED IN TWO VOLUMES; THIS VOLUME OUTLINES THE PLAN ITSELF, WHILE THE SECOND (SEE NCJ 50590) CONTAINS SUPPLEMENTARY DATA AND INFORMATION. THIS VOLUME CONSISTS OF FOUR SECTIONS: SUMMARY OF DATA ANALYSIS, 1978 PLAN PRIORITY RECOMMENDATIONS, THE MULTIYEAR PLAN, AND AN INVENTORY OF AGENCY RESOURCES AND SERVICES. THESE SECTIONS PRESENT THE FINDINGS AND RESULTS OF THE PLANNING AND DECISIONMAKING PROCESS UTILIZED BY THE STATE BUREAU OF CRIMINAL JUSTICE PLANNING AND ASSISTANCE AND THE TASK FORCE ON CRIME AND THE ELDERLY. THE DATA ANALYSIS SECTION CONSISTS OF A TARGET POPULATION PROFILE AND INCLUDES A PROFILE OF FLORIDA'S ELDERLY, AN ANALYSIS OF AVAILABLE CRIME DATA RELATING TO THE ELDERLY, AND AN ANALYSIS OF A VICTIMIZATION SURVEY. THE RECOMMENDATION SECTION INCLUDES THE TOP 20 PRIORITY RECOMMENDATIONS FOR IMPLEMENTATION IN FISCAL YEAR 1978-79. EACH RECOMMENDATION IS PRECEDED BY A SHORT PROBLEM STATEMENT AND IS FOLLOWED BY THE RECOMMENDED APPROACH FOR IMPLEMENTATION. THE SECTION DEALING WITH THE MULTIYEAR PLAN CONSISTS OF AN ANALYSIS OF DATA AND INFORMATION ON SEVEN MAJOR ISSUES/PROBLEMS SELECTED FOR STUDY: SERVICE DELIVERY COORDINATION, PUBLIC INFORMATION AND DATA DEVELOPMENT/DISSEMINATION, CRIME PREVENTION, JUVENILE JUSTICE AND DELINQUENCY PREVENTION, LAW ENFORCEMENT, COURTS, AND CORRECTIONS. ISSUE ANALYSIS INCLUDES THE IDENTIFICATION OF NEEDS AND OBJECTIVES. THE FINAL SECTION INVENTORIES AND DESCRIBES THE FEDERAL AND STATE PROGRAMS, RESOURCES, AND SERVICES DESIGNED FOR THE BENEFIT OF THE ELDERLY. IT ALSO CONTAINS AN ANALYSIS OF FUNDING FLOW AND THE GRANT APPLICATION PROCESS. (KBL)
