Annotation: THIS CONVENTION ADOPTED BY THE COUNCIL OF EUROPE ON JUNE 28, 1978, IS CONCERNED WITH INDIVIDUAL ACQUISITION AND POSSESSION OF FIREARMS.
Abstract: MEMBERS OF THE COUNCIL OF EUROPE RECOGNIZE THAT A THREAT IS POSED BY THE INCREASED USE OF FIREARMS IN CRIME, THAT FIREARMS ARE OFTEN OBTAINED ABROAD, THAT EFFECTIVE METHODS OF CONTROLLING THE MOVEMENT OF FIREARMS ACROSS COUNTRY FRONTIERS MUST BE DEVELOPED ON AN INTERNATIONAL SCALE, AND THAT THERE IS A NEED TO AVOID MEASURES ON FIREARMS CONTROL WHICH MAY HAMPER LEGITIMATE INTERNATIONAL TRADE OR RESULT IN IMPRACTICAL OR UNDULY ONEROUS FRONTIER CONTROLS. NINETEEN ARTICLES OF THE CONVENTION ARE CONTAINED IN FOUR CHAPTERS: (1) DEFINITIONS AND GENERAL PROVISIONS; (2) NOTIFICATION OF TRANSACTIONS; (3) DOUBLE AUTHORIZATION; AND (4) FINAL PROVISIONS. MEMBERS OF THE COUNCIL OF EUROPE INCLUDE AUSTRIA, BELGIUM, CYPRUS, DENMARK, FRANCE, THE FEDERAL REPUBLIC OF GERMANY, GREECE, ICELAND, IRELAND, ITALY, LUXEMBOURG, MALTA, THE NETHERLANDS, NORWAY, PORTUGAL, SPAIN, SWEDEN, SWITZERLAND, TURKEY, AND THE UNITED KINGDOM OF GREAT BRITAIN. ADDITIONAL INFORMATION ON THE CONVENTION IS PROVIDED IN APPENDIXES. (DEP)
