Annotation: THE BROWARD COUNTY, FLA., SCHOOL SECURITY PROJECT, ONE OF THREE DEMONSTRATION PROJECTS DEVELOPED BY THE CRIME PREVENTION THROUGH ENVIRONMENTAL DESIGN (CPTED) PROGRAM, IS DESCRIBED IN DETAIL.
Abstract: THIS PROJECT, WHICH BEGAN IN JUNE, 1976, WAS FUNDED BY THE NATIONAL INSTITUTE OF LAW ENFORCEMENT AND CRIMINAL JUSTICE. ITS CONCEPTS COMBINE ACCESS CONTROL, SURVEILLANCE, ACTIVITIES TO INCREASE A SENSE OF COMMUNITY AMONG THE STUDENTS, AND POSITIVE MOTIVATION FOR LEGITIMATE USES OF SCHOOL AREAS. BOTH PERSONAL SAFETY AND PROPERTY PROTECTION STRATEGIES ARE DESCRIBED. THESE INCLUDE STANDARD ALARM DEVICES AND SECURITY APPROACHES PLUS SUCH INNOVATIVE IDEAS AS CHANGING BUS-LOADING ZONES TO REDUCE STUDENT CONGESTION, ESTABLISHING A PORTABLE POLICE PRECINCT IN ONE SCHOOL, AND STUDENT MURALS ON THE WALLS TO DEFINE SPACES AND REDUCE VANDALISM. SPECIFIC STRATEGIES ARE GIVEN FOR BICYCLE AND AUTOMOBILE PARKING AREAS, STAIRWAYS, RESTROOMS, STUDENT LOCKERS, AND REMOTE CLASSROOMS. WINDOWS IN CLASSROOM DOORS, WINDOWS TO ALLOW VOCATIONAL AREAS AND SCIENCE LABS TO BE OBSERVED FROM THE OUTSIDE, AND TWO-WAY RADIOS FOR TEACHERS IN REMOTE LOCATIONS ARE ALL USED TO REDUCE CRIME IN THESE AREAS. THE COSTS OF SCHOOL CRIME IN TERMS OF DOLLARS AND FEAR AMONG STUDENTS AND TEACHERS IS DISCUSSED. THE PREVENTIVE MEASURES DEVELOPED IN BROWARD COUNTY ARE URGED FOR ALL SCHOOL SYSTEMS WITH SIMILAR VANDALISM AND SCHOOL CRIME PROBLEMS.
