Annotation: PAPERS DELIVERED AT A 1977 CONFERENCE ON SECURITY IN CITIES HELD IN NICE ARE PRESENTED.
Abstract: TOPICS OF DISCUSSION INCLUDE (1) THE NOTION OF SECURITY IN FRENCH LAW AS HAVING MULTIPLE FUNCTIONS (E.G., PROTECTION OF THE STATE AGAINST TROUBLE FACTORS, PROTECTION OF INDIVIDUAL RIGHTS AGAINST POWERFUL AUTHORITIES) WHEREBY A SINGLE DEFINITION IS IMPOSSIBLE, AND (2) THE RELATIONSHIP OF CRIME TO FACTORS SUCH AS CITY SIZE, TYPES OF CITIES, AND TYPES OF BUILDINGS. OTHER TOPICS ARE THE ROLE OF THE CHIEF DEPARTMENTAL ADMINISTRATORS AND THE MAYOR IN ENACTING AND CARRYING OUT SECURITY MEASURES. PUBLIC RESPONSIBILITY FOR SECURITY IS SHOWN TO BE BASED BOTH ON TRADITIONAL PRINCIPLES OF JURISPRUDENCE AND ON SPECIAL LAWS. SECURITY FUNCTIONS ARE ALSO ASSUMED BY BOTH THE POLICE IN CHARGE OF PUBLIC ORDER AND INVESTIGATIVE POLICE, WHOSE CENTRAL AND LOCAL ORGANIZATION AND SERVICES ARE OUTLINED. EFFORTS TO COORDINATE POLICE SERVICES ARE ILLUSTRATED BY TRACING THE DEVELOPMENT AND EXPLORING THE FUNCTIONS OF THE URBAN POLICE FORCE AND THE REPUBLICAN SECURITY COMPANY, WHICH IS IN CHARGE OF MOBILE FORCES. METHODS OF ACTION ARE PRIMARILY PREVENTION ALONG TRADITIONAL LINES (E.G., PATROL, CONTROL, KEEPING ORDER) COMBINED WITH NEW METHODS SUCH AS INFORMATION CAMPAIGNS FOR SPECIFIC POPULATION GROUPS AND YOUTH ACTIVITIES, AS WELL AS REPRESSION, WHICH IS DISCUSSED FROM THE STANDPOINT OF THE POLICE AND A JUDGE. SECURITY MAY ALSO BE PROTECTED BY THE INDIVIDUAL OR COLLECTIVE ACTION OF PRIVATE CITIZENS. FOUNDATION OF SPECIAL POLICE UNITS FOR PREVENTION AND REPRESSION OF URBAN CRIME IS RECOMMENDED AND THEIR FUNCTIONS OUTLINED. NOTES ARE FURNISHED FOR EACH CONTRIBUTION. --IN FRENCH. (KMD)
