Annotation: THIS REPORT DESCRIBES THE PROCESS OF DEVELOPING AND SELECTING ILLINOIS' NONMETROPOLITAN CRIMINAL JUSTICE SYSTEM STANDARDS. THE PROJECT INVOLVED CRIMINAL JUSTICE PERSONNEL, PUBLIC OFFICIALS, AND INTERESTED CITIZENS.
Abstract: A REGIONAL DESCRIPTION OF THE 15 ILLINOIS COUNTIES THAT WERE INVOLVED IN THE STANDARD DEVELOPMENT PROJECT IS PROVIDED ALONG WITH A REGIONAL MAP. TASK FORCE PERSONNEL WERE RECRUITED FOR TASK FORCES IN THE AREAS OF THE POLICE, COURTS, CORRECTIONS, DIVERSION, NONCRIMINAL JUSTICE PUBLIC AND PRIVATE AGENCIES, FISCAL, JUVENILE JUSTICE, AND CITIZEN INVOLVEMENT. EACH TASK FORCE STUDIED THE NATIONAL STANDARDS AND/OR RECOMMENDATIONS PERTAINING TO THEIR AREA AND MODIFIED, DELETED, OR COMBINED THEM TO DEVELOP NEW STANDARDS. THE STANDARDS WERE THEN REVIEWED BY A CONFERENCE COMMITTEE WHICH ALSO SET CRIMINAL JUSTICE PRIORITIES FOR THE REGION. SOME OF THE SELECTED NONMETROPOLITAN STANDARDS INCLUDE THE FOLLOWING: (1) PUBLICIZE POLICE POLICIES AND PRACTICES (POLICE); (2) PROHIBIT PLEA NEGOTIATION IN ALL COURTS (COURTS); (3) CONDUCT SENTENCING COUNCILS, INSTITUTES, AND REVIEWS (CORRECTIONS); AND (4) BROADCAST LOCAL GOVERNMENT MEETINGS AND HEARINGS (CITIZEN ACTION). THE APPENDIXES CONTAIN THE WORKING PAPERS FOR THE PROJECT TASK FORCES. (DAG)
