Annotation: STATISTICS ON ADULT AND JUVENILE OFFENDERS PROCESSED THROUGH CALIFORNIA'S COURTS AND CORRECTIONAL SYSTEM AND ON OVERALL STATE CRIMINAL JUSTICE SYSTEM PERSONNEL AND EXPENDITURES ARE PRESENTED.
Abstract: THE STATISTICS CONSTITUTE PART 2 OF AN ANNUAL REPORT PREPARED BY THE CALIFORNIA BUREAU OF CRIMINAL STATISTICS. (FOR PART 1 WHICH PRESENTS CRIME AND ARREST DATA, SEE NCJ-51859.) THE CHARACTERISTICS AND LIMITATIONS OF OFFENDER-BASED TRANSACTION STATISTICS (OBTS) ARE OUTLINED. STATISTICS ARE PRESENTED ON ADULT DISPOSITIONS IN 1975, 1976, AND 1977; DISPOSITIONS OF SPECIFIC ARREST OFFENSE GROUPS (ADULTS) IN 1977; LOWER AND SUPERIOR COURT CONVICTIONS OF ADULT OFFENDERS IN 1977; AND CHARACTERISTICS OF ADULT ARRESTEES/DEFENDANTS. STATISTICS ON THE STATE ADULT CORRECTIONS SYSTEM (INSTITUTIONAL AND PAROLE CASELOADS) AND ON LOCAL ADULT CORRECTIONS (PROBATION) ARE PRESENTED. JUVENILE JUSTICE STATISTICS INCLUDE A COMPARISON OF JUVENILE JUSTICE DATA FOR 1976 AND 1977, AND DATA ON JUVENILE ARRESTS, PROBATION REFERRALS, COURT DISPOSITIONS, PROBATION CASELOADS, REMOVAL FROM PROBATION, AND DETENTION AND CORRECTIONS (FOR 1977 AND PRIOR YEARS). THE DATA SHOW A 7.6-PERCENT DECREASE (157,537 TO 145,525) IN THE NUMBER OF FINAL DISPOSITIONS FOR ADULT OFFENDERS FROM 1976 TO 1977. THE EFFECT OF LEGISLATION REDUCING POSSESSION OF LIMITED QUANTITIES OF MARIHUANA FROM A FELONY TO A MISDEMEANOR OFFENSE IS REFLECTED IN THIS DECREASE. JUVENILE JUSTICE SYSTEM DATA ALSO REFLECT LEGISLATIVE CHANGES, INCLUDING GREATER DISTINCTIONS BETWEEN DELINQUENTS AND STATUS OFFENDERS. OTHER STATISTICS SHOW THAT THERE WERE NO APPRECIABLE CHANGES IN TOTAL CRIMINAL JUSTICE AGENCY FULL-TIME PERSONNEL IN 1977, AND THAT CRIMINAL JUSTICE AGENCY EXPENDITURES, WHICH EXCEEDED $2.5 BILLION DURING FISCAL 1976-1977, WERE 12.3 PERCENT HIGHER THAN IN FISCAL 1975-1976. A GLOSSARY AND ADDITIONAL TABLES ARE APPENDED. (LKM)
