Annotation: THE FUNCTIONS AND RESPONSIBILITIES OF THE MAJOR UNITS WITHIN THE JUDICIAL DEPARTMENT OF MARYLAND ARE OUTLINED, AND THE ACTIVITIES OF THAT DEPARTMENT FROM JULY 1977 THROUGH JUNE 1978 ARE SUMMARIZED.
Abstract: THE REPORT OFFERS AN OVERVIEW OF THE COURT SYSTEM'S FUNDING, FUNCTIONS, WORKLOAD, AND PROGRAMS, AND IS DIRECTED TO THE GENERAL READER. THE PREFACE NOTES THAT DETAILED STATISTICS HAVE BEEN COMPILED IN A SEPARATE VOLUME. JUDICIAL REVENUES AND EXPENDITURES FOR FISCAL 1978 ARE REPORTED, AND THE CASELOADS AND ACTIVITIES OF THE COURT OF APPEALS, COURT OF SPECIAL APPEALS, CIRCUIT COURTS, AND DISTRICT COURT ARE DESCRIBED. GRAPHS DEPICT CASELOAD TRENDS FROM 1973 THROUGH FISCAL 1978. ORGANIZATIONAL CHARTS OF THE COURTS AND OF COURT ADMINISTRATIVE OFFICES ARE PROVIDED. ADMINISTRATIVE ACTIVITIES AT THE STATE LEVEL AND FOR THE DISTRICT AND CIRCUIT COURTS ARE REPORTED. INFORMATION IS ALSO PRESENTED ON COURT-RELATED UNITS, INCLUDING THE STATE BOARD OF LAW EXAMINERS, THE STANDING COMMITTEE ON RULES OF PRACTICE AND PROCEDURE, THE ATTORNEY GRIEVANCE COMMISSION, AND THE CLIENTS' SECURITY TRUST FUND (A FUND FOR REIMBURSING LOSSES CAUSED BY ATTORNEYS' MISAPPROPRIATION OF FUNDS). THE ACTIVITIES OF THE STATE JUDICIAL CONFERENCE AND THE CONFERENCE OF CIRCUIT ADMINISTRATIVE JUDGES ARE SUMMARIZED, AS ARE THE ACTIVITIES OF THE COMMISSION RESPONSIBLE FOR INVESTIGATING CHARGES OF MISCONDUCT OR DISABILITY ON THE PART OF JUDGES. STATISTICS ON JUDICIAL VACANCIES, NOMINEES, AND APPOINTMENTS ARE PRESENTED AND DISCUSSED. NEW PROGRAMS AND DEVELOPMENTS ARE SUMMARIZED IN THE AREAS OF COURT PLANNING, CONTINUING EDUCATION FOR JUDGES, COURT STATISTICS, PETIT JUROR ORIENTATION, TRAINING OF COURT-RELATED PERSONNEL, STUDY AND DEVELOPMENT OF JUDICIAL BRANCH PERSONNEL, COURT INFORMATION SYSTEMS, AND COURT MANAGEMENT INTERNS. A REPORT ON THE STATE OF THE MARYLAND JUDICIARY PRESENTED TO THE STATE BAR ASSOCIATION IS INCLUDED, AS ARE A SUMMARY OF 1978 LEGISLATION AFFECTING THE COURTS, MAPS SHOWING COURT JURISDICTIONS IN MARYLAND, AND A ROSTER OF JUDGES.
