Annotation: THE NEED FOR EX-OFFENDER HOUSING IS DESCRIBED IN THIS ENGLISH REPORT AS WELL AS THE ORGANIZATION OF A HOUSING (LODGINGS) SCHEME, THE SERVICES OFFERED, AND WAYS TO FINANCE AND KEEP RECORDS OF SUCH HOUSING.
Abstract: THE DEMAND FOR LODGINGS AMONG OFFENDERS IS BEING MET BY OVER 200 HOSTELS IN ENGLAND AND WALES, BUT THERE IS NOT YET A NATIONAL NETWORK FOR SUPPORTED LODGINGS. THESE LODGINGS, WHERE THE LANDLADY KNOWS ABOUT RESIDENTS' CRIMINAL RECORDS, AND WHERE SOCIAL WORK SUPPORT IS PROVIDED, ARE ATTRACTIVE TO A NUMBER OF OFFENDERS. IN THIS SCHEME OR PLAN, SOCIAL WORK IS OFFERED TO LODGERS THROUGH LOCAL PROBATION OFFICERS, AND LANDLADIES ARE GIVEN FINANCIAL AID, GUARANTEES, AND GENERAL ADVICE BY A LODGINGS ORGANIZER. THIS REPORT EXPLAINS THE SCHEME, THE DIVISION OF RESPONSIBILITIES, COSTS, AND KIND OF SUPPORT AVAILABLE FROM SOCIAL WORKERS. DETAILED INSTRUCTIONS ARE GIVEN INCLUDING RECRUITMENT OF LANDLORDS AND LANDLADIES; SUPPORT TO REDUCE STRESS; AND REFERRALS AND PLACEMENTS. THE POPULATION TO BE SERVED AND THE SERVICE TO LODGERS IS DESCRIBED. DETAILS OF FINANCIAL ARRANGEMENTS AND TAX MATTERS ARE ALSO INDICATED. RECORDING AND ADMINISTRATIVE MATTERS ARE DISCUSSED AND THE REPORT CONCLUDES WITH SAMPLE JOB DESCRIPTION FOR A LODGINGS ORGANIZER, A DESCRIPTION OF LODGINGS USED FOR BAIL ACCOMMODATIONS, THE USE OF VOLUNTEERS AS LODGINGS ORGANIZERS IN RURAL AREAS, AND A SURVEY OF INDIVIDUAL LODGINGS SCHEME IN DIFFERENT PARTS OF ENGLAND.
