Annotation: PROVISIONS OF A 1972 CONVENTION DRAFTED BY THE UNITED NATIONS (UN) TO CURB ACTS OF INTERNATIONAL TERRORISM ARE OUTLINED.
Abstract: THE CONVENTION RECOGNIZES PRINCIPLES OF INTERNATIONAL LAW CONCERNING FRIENDLY RELATIONS AND COOPERATION AMONG COUNTRIES IN ACCORDANCE WITH THE UN CHARTER AND THE NEED FOR EFFECTIVE MEASURES TO CONTROL INTERNATIONAL TERRORISM. PARTIES TO THE CONVENTION MUST AGREE TO MAKE TERRORISM PUNISHABLE BY SEVERE PENALTIES, AND EACH COUNTRY MUST TAKE APPROPRIATE MEASURES TO ESTABLISH ITS JURISDICTION OVER TERRORIST ACTS COMMITTED WITHIN ITS BOUNDARIES BY ONE OF ITS CITIZENS. COUNTRIES ARE ENCOURAGED TO IMPLEMENT OTHER UN CONVENTIONS, INCLUDING THE CONVENTION ON OFFENSES AND CERTAIN OTHER ACTS COMMITTED ON BOARD AIRCRAFT, THE CONVENTION FOR THE SUPPRESSION OF UNLAWFUL SEIZURE OF AIRCRAFT, AND THE CONVENTION FOR THE SUPPRESSION OF UNLAWFUL ACTS AGAINST THE SAFETY OF CIVIL AVIATION. SPECIFIC PROVISIONS OF THE DRAFT CONVENTION DEAL WITH PROSECUTION, EXTRADITION, CRIMINAL PROCEEDINGS, THE ESTABLISHMENT OF A CONCILIATION COMMISSION TO ADDRESS ANY DISPUTE BETWEEN COUNTRIES, AND THE ROLE OF THE INTERNATIONAL CIVIL AVIATION ORGANIZATION IN ENFORCEMENT.
