Annotation: CONTAINMENT AND PREVENTION OF CRIME MUST BE COORDINATED AMONG POLICE, THE SECURITY SUPPLY INDUSTRY, AND INSURERS. THE PROBLEM IN GREAT BRITAIN IS DESCRIBED AND SUGGESTIONS FOR COORDINATION ARE OFFERED.
Abstract: NATIONALLY ACCEPTED DEFINITIONS, STANDARDS, AND OBJECTIVES OF THEFT PREVENTION NEED TO BE AGREED UPON TO EFFECTIVELY COORDINATE THE ATTACK ON CRIME. THERE MUST ALSO BE AN EFFECTIVE BASIS FOR MEASURING PROGRESS. SUGGESTIONS FOR ESTABLISHING THESE NORMS INCLUDE PUBLISHED POLICIES AGREED UPON BY SEVERAL POLICE FORCES, EVALUATION OF THE POLICIES, ESTABLISHMENT OF EQUIPMENT CODES, AND USE OF THE HOME OFFICE STANDING COMMITTEE IN RESOLVING DIFFERENCES. ALL OF THESE MEASURES COULD HELP TO CUT DOWN ON INSURED THEFT LOSSES AND HIGHER PREMIUM RATES. FURTHER AIDS COULD BE IMPLEMENTED BY INSURERS: SURVEYS OF INDIVIDUAL RISK; ENCOURAGING CLIENTS' USE OF SECURE LOCKS, SAFES, AND BETTER INTRUDER ALARMS; AND CRIME PREVENTION PROPER. EACH OF THESE ASPECTS OF PREVENTION IS EXAMINED SEPARATELY, FROM THE STANDPOINT OF ECONOMIC FEASIBILITY, THE POTENTIAL FOR DETERRENCE AND THE AMOUNT OF POLICE INVOLVEMENT NECESSARY. THE NEED FOR PUBLIC SUPPORT IN CRIME CONTROL ALSO IS STRESSED. TABLES ILLUSTRATE CRIME STATISTICS AND INSURANCE LOSSES. (RFC)
