Annotation: DUE TO THE EXPANDING SCOPE AND COMPLEXITY OF OFFICES OF STATE ATTORNEYS GENERAL, PLANNING HAS BECOME AN IMPERATIVE MANAGEMENT TECHNIQUE FOR WHICH THIS BOOKLET IS A LEARNING TOOL.
Abstract: THE CONCEPT OF PLANNING IS EVALUATED AS AN ONGOING, MANY-SIDED, RESULTS- AND FUTURE-ORIENTED PROCESS OF DECISIONMAKING. WIDESPREAD BUT RESPONSIBLE STAFF INVOLVEMENT IN THE PROCESS IS RECOMMENDED. MANAGEMENT-BY-OBJECTIVES, PLANNING-PROGRAMMING BUDGETING AND ZERO-BASE BUDGETING ARE THREE SPECIFIC TECHNIQUES INTRODUCED IN THE BOOKLET. A 12-STEP OUTLINE OF THE GENERAL PLANNING PROCESS, CONSTITUTING A DIDACTIC TOOL FOR PRACTICAL APPLICATION, IS DIVIDED INTO 4 SECTIONS: SETTING GOALS, DEVELOPING THE PLAN, IMPLEMENTING THE PLAN, AND EVALUATING THE RESULTS. THE PROCEDURES OUTLINED ARE THEN APPLIED TO A SPECIFIC ASPECT OF THE ATTORNEYS GENERAL OPERATIONS, AS A HYPOTHETICAL PLANNING EXERCISE. THE LIMITATIONS AND POSSIBLE MISUSES OF THE PLANNING PROCESS ARE DELINEATED. FOOTNOTES AND A SELECTED BIBLIOGRAPHY ARE APPENDED. (MRK)
