Annotation: PRESENTING STATISTICS ON DRUG LAW ENFORCEMENT AND THE ILLICIT DRUG PROBLEM (1975-1979), THIS DRUG ENFORCEMENT ADMINISTRATION REPORT FOCUSES ON ENFORCEMENT ACTIVITY, DRUG ABUSE INDICATORS, AND ORGANIZATION AND TRAINING.
Abstract: STATISTICAL COMPILATIONS ARE MADE FOR BOTH CALENDAR AND FISCAL YEARS. FOREIGN AND DOMESTIC ENFORCEMENT ACTIVITY IS REPORTED, DEALING WITH THE AMOUNT OF DRUGS SEIZED AND THE NUMBER OF ARRESTS MADE. STATISTICS ILLUSTRATE THAT THE HEROIN REMOVAL RATE FOR THE DRUG ENFORCEMENT ADMINISTRATION (DEA) DURING CALENDAR YEAR 1979 HAS DECREASED WHEN COMPARED TO THE PREVIOUS 2 YEARS (DUE TO THE DECREASED AVAILABILITY OF THE DRUG AND DEA ACTION), AND COCAINE'S RATE OF REMOVAL IS WELL ABOVE REMOVALS OF YEARS PRIOR TO 1978. DRUG ABUSE INDICATORS REPORTED ON ARE HEROIN PRICE AND PURITY BY REGION, NATIONAL ILLICIT DRUG PRICES, DRUG THEFTS BY REGIONS, DRUG-RELATED DEATHS AND INJURIES, AND FEDERALLY-FUNDED DRUG TREATMENT ADMISSIONS. FINDINGS INDICATE AN ONGOING SHORTAGE OF HEROIN AT THE 'STREET LEVEL.' DATA ON ORGANIZATION AND TRAINING FOCUS ON DEA OFFICES AND PERSONNEL INCLUDING SPECIAL AGENTS, COMPLIANCE INVESTIGATORS, AND SUPPORT PERSONNEL. DATA ANALYSIS ILLUSTRATES DEA'S INTERNAL MANAGERIAL REORGANIZATION DURING 1979, WHEN 12 DOMESTIC REGIONS WERE CONSOLIDATED INTO A MORE WORKABLE NUMBER OF 5 REGIONS. DOMESTIC AND FOREIGN ENFORCEMENT TRAINING IS ALSO NOTED. (MRK)
