Annotation: THIS PILOT PROJECT WILL ASSIST IN THE EARLY IDENTIFICATION AND TREATMENT OF THE ALCOHOLIC OFFENDER AT FEDERAL INSTITUTIONS.
Abstract: THE PILOT PROJECT INCLUDES THE NEW YORK METROPOLITAN CORRECTIONAL CENTER, DANBURY FEDERAL CORRECTIONAL INSTITUTION (CONNECTICUT), AND THE U.S. PROBATION OFFICE, SOUTHERN DISTRICT, NEW YORK. THE GOALS OF THE PROJECT ARE TO FACILITATE EARLY IDENTIFICATION OF ALCHOLISM PROBLEMS, OFFER AN INTENSIVE, COORDINATED TREATMENT PROGRAM BOTH DURING AND AFTER INCARCERATION, AND PROVIDE NEEDED REFERRAL AND SUPPORT SERVICES TO FAMILIES OF ALCOHOLIC OFFENDERS. AN ESSENTIAL ELEMENT IN MEETING THESE OBJECTIVES IS A COMMITMENT TO A JOINT PARTICIPATION IN STAFF TRAINING; EACH AGENCY IS COMMITTED TO HAVING APPROPRIATE STAFF PARTICIPATE IN EVERY TRAINING EXPERIENCE TO ALLOW FOR MAXIMUM CONSISTENCY AND COMMUNICATION. THE U.S. PROBATION OFFICE, SOUTHERN DISTRICT, NEW YORK, HAS PROPOSED TO TRAIN ALL PROBATION AND PRETRIAL SERVICE OFFICERS, TO IDENTIFY EARLY AND SCREEN THE ALCOHOLIC AND ALCOHOL ABUSER AND PROVIDE APPROPRIATE FOLLOWUP TREATMENT, OFFER COUNSELING AND SPECIALIZED SERVICES FOR THE ALCOHOLIC OFFENDER AND HIS/HER FAMILY, BE INVOLVED IN THE COMMUNITY, AND PERFORM RESEARCH AND EVALUATION. THE DANBURY FEDERAL CORRECTIONAL INSTITUTION WILL OFFER A COMPREHENSIVE ALCOHOLISM PROGRAM FROM WHICH THE RECOVERING ALCOHOLIC INMATE CAN CHOOSE SPECIFIC COMPONENTS IN WHICH TO PARTICIPATE, WHILE THE PROPOSED RESPONSIBILITIES OF THE NEW YORK METROPOLITAN CORRECTIONAL CENTER ENCOMPASS STAFF TRAINING, IMPLEMENTING EARLY IDENTIFICATION AND SCREENING OF THE ALCOHOLIC AND ALCOHOL ABUSER, PROVIDING REFERRAL SERVICES TO PROBATION AND RECEIVING FACILITIES FOR ALCOHOLIC OFFENDERS, AND PROVIDING MOTIVATONAL COUNSELING FOR THE ALCOHOLIC AND ALCOHOL ABUSER. OPERATIONAL AGREEMENTS AND RESPONSIBILITIES ARE DELINEATED FOR THE RESPECTIVE AGENCIES. (PRG)
