Annotation: THIS ANNUAL REPORT OF THE DISTRICT OF COLUMBIA PRETRIAL SERVICES AGENCY (FORMERLY BAIL AGENCY) DESCRIBED THE AGENCY'S OPERATIONS AND SUMMARIZES ITS ACCOMPLISHMENTS DURING 1978.
Abstract: ALTHOUGH THE YEAR BROUGHT MANY CHANGES TO THE AGENCY, THE AGENCY'S PRIMARY OBJECTIVES REMAINED THE SAME: PRODUCTION OF BAIL REPORTS WITH RECOMMENDATIONS FOR USE IN DETERMINING PRETRIAL RELEASE CONDITIONS; PROVISION OF BACKGROUND DATA AND RECOMMENDATIONS FOR LAW ENFORCEMENT OFFICIALS; AND ASSISTANCE TO PRETRIAL RELEASEES IN COMPLYING WITH COURT-ORDERED RELEASE, INCLUDING THE AREAS OF APPEARING IN COURT AND OF AVOIDING CRIME THROUGHT THE USE OF SUPPORT SERVICES. CONGRESS APPROPRIATED $100,000 TO THE AGENCY FOR USE IN PROVIDING THIRD-PARTY CUSTODY SERVICES; THREE ORGANIZATIONAL CUSTODIANS OFFERING VARYING SERVICE PLANS WERE AWARDED THE FUNDS. WITH THE ADVENT OF A COMPUTER SYSTEM, A NUMBER OF PERSONNEL CHANGES WERE MADE THAT PROVIDE ADDITIONAL TRAINING AND UPWARD MOBILITY FOR AGENCY EMPLOYEES. THE AGENCY WAS ALSO ASKED TO SERVICE ON THE DISTRICT OF COLUMIA TASK FORCE ON PRETRIAL SERVICE AND PROCEDURES AND IT DEVELOPED, IN CONJUCTION WITH AN AWARD FROM LEAA A SET OF PREFORMANCE STANDARDS FOR RELEASE AND DIVERSION. FUTURE PROJECTS INCLUDE AGENCY INVOLVEMENT IN THE AREA OF JUVENILE JUSTICE AND THE ESTABLISHMENT OF 24-HOUR-A-DAY PRESENTMENT PROGRAM. APPENDIXES LIST STATUTES, FINANCIAL REPORTS, AND THE STATUTORY REPORT FOR THE YEAR. (MJW)
